call the Fayette County Public Schools school board March 10th of April 15th the first thing to have on our agenda has everyone got the addendum correct before he where we headed discussion we're program to Grant managers have really been working hard to get these financials are in order and I'm very pleased to where we are amendments the amendment first of all you should have updated amendments and so they're that is to replace an amendment that JL senior packet already out for the general purpose coupons and I'm leaving I don't know what the others have been taken out of the or but we'll start with the personality for 141 and Steve replacement papers were actually at the very beginning of 141 a minute this is the first major general purpose amendment that we've done we may change as they related to Randy of the first one that we've done that really has to do with all these ups local fun we have many young justice for cost increases through here what is a judgment in Colby related expenses that would not color some of these are Kobe relations expenditures we're going to try to recapture and iPhone balance has been impacted by this but we think that we're going to come out okay so the First Amendment Mercedes general-purpose Amendment we're adding $23,000 23830 2 hour of a budget $10,000 of this beat EP as related to Insurance increase in January we have an increase in the teachers line item of 116000 in order to cover expenditures related to a teacher's pay increase in the retirement calls 29009 85 + medical insurance the big one at $262,336 and then another item that was not really much what's the proximity classes of 126000 teacher salaries by special ed medical insurance on the special ed contract agencies $39,000 special ed again as a student that we had that ball went to 85 days service you may have two men that can fit three this time under the Career Technical education program 71 300 you'll see on 65000 for other countries services and that's our contract with TK Kravitz providing us with two instructors it had been recorded previously under salaries but it's not really a salary for the district's the contract so we the expenditure to that particular line attendance software in dollars Health Service photos of Bo Corbitt related and Lexie will try to recapture some of that on the other student support Diamond Personnel we had additional post there something to yourself Kris calls will be related to the increase of salary increase that was given so that pushes some of the lines over and some of it is due just to budgeting and not budging enough money to be back in July so again you know what we're trying to get it all cleaned up the $219,400 is related to Athletics and and a little bit of security but Play Atlantis again $24,000 for medical insurance the 17,000 is a athletic security and 35,000 is risk management insurance on the 7:20 to 10 we have a position basically that was El Debarge Library turn when compared to the original budget need 599 is for a car Adam had $6,000 contract with epic drug inspection for a k9 services that we use it wasn't wasn't budgeted 2220 we're increasing that line at $44,000 at a lot of money budgetary initially to cover the individuals that was serving in that capacity Career Technical 26,000 there's not enough money in the budget the great experience of the person that was placed in that position on the education and Technology 24000 was not enough money face in the budget to cover the salary for those positions under vacations a hundred and $70,000 telephone bill we only have $16,000 budgeted to the budget but historically the cost is $197 onl. office waiting where we just didn't budget enough money internet connectivity $70,000 again that's very where I cost are generally higher than what was bud and I do the earape we lost some capability with we're trying to run that down now and see if we can get it back up to the level of funding that we need to be able to do any activity Board of vision board and Committee Member fees increase 16000 I think it was $2,500 in that line for board and Committee Member fees so then there's not enough money budgeted initially trustees Commission of 15,000 and we may have to go back to that one then provide some more because what's happening there is a Steve trustees gets a commission off of that money and quite frankly we've been very fortunate during this time. To receive the so1 money and we will now get the S2 money so do commission fees will go up some more and we'll just wait and see what's going to happen there but I believe it is probably going to go up again will have to another memory for that workman's compensation Insurance $13,000 again we did not have enough money budgeted in that line on December 23-25 13500 that were a couple of months in the early part of the year we had two directors the Rivanna salary for two people in the director's position and so that inflated they cost their sector line items we didn't have enough money for they're $16,000 and some of these same people that way in there it's been there for last over years but it just wasn't under Office of the principles again we have a increase in the principal salary line I've got a few people in their eyes I've been identify the protest Broncos that were once identified as a system principles and would you also tell the corresponding decrease in the system principal lying so there's no adjustment there that I will take care of the next bus cycle 16001 medical insurance 10,000 for account accounting software to charge $53,000 for a Part Time Finance director our diner for the benefit of person position that wasn't in the budget and then the 1095-c That was supposed to be a process that has $12,000 fever lady today and wasn't budget nothing lady to health insurance and payroll taxes on the human resources we have an HR Pro Graham on the other contractor services $4,900 that was purchased and we're hoping to well we're not going to eliminate any calls for this new program but we just FaceTime only swapping call stay up late operational planning director of the picket 1,000 5054 the operation of plant manager was not in the budget so we're having to a man to put position in the budget and then I'll custodia Personnel we have an increase of 270000 and some of that we're going to go back and look at for covid because understanding came in early to do some sanitizing so we don't know I can see if we can transfer some of that money over into but that's in medical insurance maintenance the plant got $10,000 for things in gym construction materials got 15000 I think we have an air filters in there that we may be able to move over you never too late area and then transportation we have increase in medical insurance you also have a crease in the main seal repair Vehicles $30,000 Big Ticket items $190,000 and that will be four to replace the van for the George Bernard that we use in Vans and not my understanding is that we can no longer do that would have used buses from now on so we want to purchase these buses for the Georgia Menards he got transferred as far as Transportation concern Under Armour Early Childhood again we have medical insurance I believe and then under the regular Capital outlay we have a roofing that was done. Where the cab and I was one of the place tonight I can't recall but the roofing project that was on earlier in the year we're budgeting for that because they were not hurt you. So that's a million 93 500 that money was not in the budget and we get those Roofing projects so we have in the budget for that so the total amount of it is you go down on you see the total estimated expenditures before all of these adjustments and the expenditures did this amendment you also see what I fun balance was at the beginning of the school year are projected to end I should say we actually the end of the year was The Six Million Dollar fund balance and we budgeted 1460000 of that $1 which brought us down to form 85-78 well these changes here represent $2000000 and soul pregnant $2000000 from what happens to a 2000000 $570,000 fund balance then good news is is that the current trend for our sales tax revenue we will receive an additional billion dollars it will we have a good and so with that it will bring up unbalanced back up to 3 million $570,000 and again this is projected I believe that when we do the transfers that are related to no will will gangs around there also and then the other part of it will be how much more Revenue we might receive but so I'm taking him at his word on that it looks like we're going to play a billion dollars over and sales tax so that'll bring back up the sigelei 507 that's all I can say it again this is our first big and really only a debit to Juniper school budget for this year that does not involve grants we done amendments that involve Grant but this is the first one that involve just the safe BEP and the local property tax sales tax do type of Revenue so it's been a lot to lot to catch up with would like to change that's been some impact hear the good news as it relates to dishes that we do have a golden parachute in terms of the other money SO2 and SO3 is going to take us about to budget cycle to really to to get this back in order so that we'll be able to sustain it and we need to be able to sustain it after all the extra money is gone so usable time to adjust and clean up and get some things in the right place but so we'll stop unbalanced going down we do have some time to make sure that we can start a fire in the bush that will not utilize so much fun. But you've never mother so that's 1 jump ropes a message the other day that we have and I'm sorry. but I want it I want to give you as much information as as I can the next amendment is related to the one-time bone and we'll talk about the one-time bonus a little bit later but this is just one time bonus this amendment is to put the funds in the budget $126,000 for a 1/2 bones quality teachers as well as nursing staff does not include a certificate for you but this was legislation that was passed by the governor back in worried and you have some additional information related to that but this is a man when you push those funds in the budget so that weekend praise notes or we looking at you looking at it and it should have been the next one right after the general purpose 140-141 this was a bonus BEP at the barrier at the tower 420 $6,000 so not the updated one BMW sorry I'm sorry I apologize discovery on 287 and Broadway I got you. Airport Express to pay for those are all certified as well as some of the professional self lights off Professional Health Service social work license staff this is Justin it was passed by the Legislative meeting February and so the stipulations there was that the money had to be spent and had to be spent this year's teachers whatever else has been done you still have to spend this money out for that for that purpose and so going into the next budget year I believe that was already proposed that he's going to increase Novak one additional agrees to Blvd salary jump on it and so we'll see some more money going for the teachers next year as well as know whatever it is that we'll be able to do and I will talk about all ready for this how to give yourself a given them well so I will include you know that those components for next year so that was related to the BET three pages is over again with adding $126,000 to the budget $20,000 will be straightened out in this area just in mind but we have a certificated staff the next of a mammoth getting to TSH coordinated school health budget $13,244.70 and what we doing there is moving funds to spend the grand this is the grand that we cannot carry the blinds over and so we're moving money around in these lines to suspend all the grant funds low the biggest increases in other supplies materials and I think it was water bottle filling station CCIS grant money has been transferred in from our federal ID a budget this is due to students that have been identified or over identifies and money has been transferred to general purpose in order to provide additional funds for instruction are to be nominated or identification students and so we got $10,000 in supplies 25,000 for staff development and two laws for other equipment has been transferred from a federal ID a budget you have ECG Grant 23000 $39.87 and we're adding this grant to the budget and these monies are are utilized to help work-based learning here we go again with transferring money this grant all the money has been spent by June 30th and so will transfer money into categories in order to get it spent so that we can know take advantage of it $30,725 a piece of equipment and supplies for ZTE and other programs made it to graduation and dual enrollment so that is some of our general purpose budget amendments hey Google questions 44 + 570 contribution of India I don't know specifically who gave us some money I don't really recall what the source of those contributions that get work so Yahoo love and design island I have a question there was a formula that we needed to have for me to stay up with these new increase if they have came out will we still be car rental. Goodnight in LaGrange will be the debate about the fund balance law is that jewelry you supposed to got to have a fund balance of 3% but it's not necessary that require budget down to know that for yourself but initially but over the course of the year if something happens then you go into your fund balance to utilize those funds so we are we okay as far as I plunge down Zurn I don't think everyone have a problem when we get ready to love Panther budget stuff you don't have a fun balance so you can't if you don't make one up so but but we're going to be okay in that regard is the biggest thing is we just want to watch a fun bounce make sure that we have cash so as we start to hear off what are cash flows over there will be able to be a salary today operating costs so saying you don't need the money got it stashed away and you really don't need all the money you say you need on a final Avenue a large found out they wanted to have a minimum you think I've been trying to get this taxpayer if you sit here with 10 million dollars in your bank balance and you want to raise my property taxes if you got so you know find balance at 3% at the rate they were looking at it's going to be okay the one thing that we have to watch for is cash flow when we start off in July making sure that we have enough money to be on payroll call Tom next BP check with no more basically give us an influx of cash it's going to be in the office sometime so we just have to watch it going you know they're not make any major purchases but or is that dollar amount I think it would be okay Eminem Business doesn't come in I'm looking at it operational plan and then I'll look down as maintenance there's some duplication and I don't know about district is large enough to have all these duplication but that's something we can look at when we get in the budget when closed schools the students woman has decreased by and look at law about having too many duplication all right now. very tight time schedule but you never called to the calendar we're supposed to have a budget to the mayor's office by May 1st somewhere in there so that basically me maybe this weekend I got you a butt and for that button but I feel like again because of the money that we have with answer that it gives us time really to go in there and rectify and make some changes by me talkin about to make within the budget to look at your whip identification of what might be and then spend that we don't want you to care anymore and we would do that but we haven't ever done a lot because just haven't had enough time to really get in and just really study you know everything just trying to find out you know what's happening and and then I said we got to turn around to get something now and so we'll have some time within the next two years to do you evaluate a little bit more and talk about things we want to adjust out I think your statement about we may need one or two more cycles of a budget in order to get it tight and I do think that's something we definitely should be looking at mr. Wilson not duplicating so how are the next set of amendments are will be 142 again we both Amendment again I think I'm very good work and trying to get a lot of these grants funds spent a large all the mountain people never been working hard trying to get the money spend down and so the first member that we have is the Saturday admin 010 and we just have a decrease in the increase in order to spend funds and I think we'll see quite a bit of that the next amendment is 101 we're actually adding $111,629 to that budget and correcting do your other charge line item with Jack's big mistake on one the previous turn them in so in the nether impact is that where you pressing the button by $11,629 tyler1 under 172 titleone Revenue when exit is to differ Grant programs we are increasing the revenue in one and decreasing Revenue in the other and we are making a change as far as staff development and other charge transportation for camera trying to balance in and they're trying to clean up your budget under one $7,439 we are thinking of me that paper budget that was found you an intern and found balance available on that 1201 we are increasing supplies materials 2500 and decreasing other charge 2500 so that's a wash 301 which is God yes ma'am we are increasing the instruction materials and supplies and we were decreasing staff development as well as all the charges in order to get the fonts. out of oil for 42 got a $1.18 increase and we are increasing our budget $5.18 also booty pause around North to see in the bounds of fun 710 we are again increasing and decreasing play spiritualized this one actually expired on April 30th and so will it increase again Carol Burnett Brown 801 vocational program we're adding $6,086.79 to the budget and we're also moving money around in two other lines this is the brand has not carried over so we're trying to spend all the fun I can get a discretionary for increasing the revenue by $1,242 and we are increasing our expenditures in order to spend this playing out $937,000 earlier that was being transferred to the general purpose School fun and also transferred to NBC CBS highest call center in Hayden until you know we just transferring money out and get your daddy to be swayed to Dollars and $0.24 to know what is getting those funds 911 $4,800 we are again increasing and decreasing in order to spend the following sa1 we're at it $24,313.99 with the URL someone money and we are making changes again in order to utilize everyone funds to help us with some of our covid related in Spanish has S A 2.00 this we are not even spend $2,535 and we're at to the budget and if you'll recall we provided a template earlier to say how we're going to spend the extra money and this amendment he replaced of that maintenance cost for roofing bus purchases academic health services and along with about $30,000 for food service so again we just got the approval on this and we'll start finding these Frontier short and that is the 5/142 Commandments and so we have one Amendment for food service and we are again movie bonds around to cover a pool service cost of Flight 143 of 55500 so those are the amendments that we owe it to you this time and so again as these amendments posted if you talk about our financials you think I finance a lot better we'll have a better management will be able to see exactly where we are budget any other questions regarding the Amendments of the survival I just want to thank him for his hard work 15 thank you mister barbell I'm pretty sure he will be needed the next item for the items for a is our superintendent contract renewal it's time for us to discuss that before we go in I did get as you know our fearless leader captain know-how and so we appreciate him for taking that he did leave for dr. Hamlet contract to be renewed and I'm just read what he wrote One continuing to open a school district during a pandemic to addressing and developing action plan for the five audit findings presented by the 3 when it became apparent assistance where needed was needed with the FCPS budget so I can handle wasted no time in hiring this has been Centerville for reviewed background check implemented a corrective action plan when needed I developed a plan for Teacher tenure that will be presented to the June board meeting 6 developing plans to revamp HR department seven working on the development of Community Partnerships rescheduled it implemented the broad strategy planning session with tspa in the community attending Civic club meetings and sporting events 10 provide weekly updates to the board 11 Community speaking engagements 12 when there is a school crisis the Border issue and email 13 to 10 to budget and committee, education committee meeting and 14 reorganize our District staff what about the contract renewal this particular contract renewal will begin June July one I was getting my angel June 30th 12021 and go to June 30th 2025 our chair has asked that we consider an increase to her base salary of $10,000 and that we use the rubric that we have to determine her performance, station the current window is the is the current one the one that says bored relationship Community relationship static and personal relationship business and finance turkey scales so what were those dates again when you gave on the contract it will begin July 1st 2021 indulge June 30th 2025 4 year contract extension for a minor add that Newell would be just getting rid of the old one and just starting all over again so that's what he considered a renewal and not an extension of a crime isn't it and this is the direction that I chair as us to move into so that's why we want to discuss it the correct word renewal of the contract for a new contract that will begin July 8th first 20 21 and go through June 30th 2025 and using the rubric and we have to determine how much in are five categories if I do we actually got it when we and in the past would be done is a scribe the number a number value of monetary value to each indicator what indicators do we want each indicator to be worth $2,000 or $1,000 or whatever that number is we want to attach these indicators I think that's also something that would lead to I agree with the Fourteen Points that are as you all know I was beginning of the superintendent so far as of today I am very impressed with the I am very impressed with how you came in and handled the business of Fayette County Schools I'm very impressed with your knowledge of professionalism and all that goes with the Garmin favor extending or renewing the Play the song I won't have to read this extension and helping her and being the right-hand person is she needs to be so I am very pleased and take back my hesitancy. And I hope that we could continue to Fayette County Public Schools great again to make it thank you thank you so much can people fall in love again download the same to work together with her and try to do what we can improve the school system for all the young people that we serve I agree with what everyone says great job I've heard only great comments from the community and what comments I heard bad we have discussed and she has worked on and improved so it's just coming into a pandemic and Gage dumb people is not always easy parents are used to seeing the person out there every day and nobody can be out there every day during the stuff so just want to support you in that position because it's not fair to you because you can't be everywhere like we I think that's a big thing but just you've done a great job and I really appreciate it thank you thank you say salary by 10100 like I said there are five indicators here the chair and I thought they making each one of these if met face on the evaluation we did an evaluation based on the stuff 20 valuation if she meets those I suggest I would like to propose I'm sorry that each one of these indicators be worth $2,000 so she gets one for $2,000 on its if she makes three of them let me do my additional multiplication and if she needs all five the number to get $10,000 on it happens again so let's think about that and being the person from being evaluated open the next evaluation. Being a person from HR the one thing that you saying that money means a lot but so do benefits and so I did ask doctor Hamlet if we could do anything with her benefits that would make her even more excited to remain with us if it's time she receives 12 days at the beginning of the year for her vacation so that's right one day per month and what she requested was 1.5 days per month versus the one day so that's also something that I would like for us to consider is there any discussion on that 1.5 days ago play The Fairmont versus the one day I remember in my in my interview process the question that I asked and I think we've heard with you coming here to discuss things like it's going to last a little while longer you need to be refreshed and you need to have the time that self-care is very important days of PTO weather discussion I agree with all the comments that were made being a new board member and walking into covid and all the things that brought going in and heading dr. Connie fill in I think everybody would agree that we got comfortable with her because she was so Dynamic and so how do you improve and here comes up, and it's on my gosh how did we get this lucky to have these two women and a husband for the kids probably sound very responsive to anything I ask her and I've enjoyed going out to school with her she's got a great rapport with staff my hat's off to dr. Hamlin and I and II all the continents so just to reiterate what will be voting on that are mean increasing the base there are we from 135 to 145000 using the rubric to determine the bonus and make an itch and Decatur $2,000 and in are you saying those that one for Monday to 1.5 month everybody okay with what we going to be voting on and I'm going to move down to be when it talks about her and valuation Captain gave us the results of the evaluation chart we got and everyone was pretty satisfied with her job thus far in review and her contract that she's under right now it does do the bonus show her being with us from October to now we have not been able to show appreciation I would owe and I'm going to ask mr. Hart Vale this question because it's even more money but I would like as we even consider giving her this before Matt Simons bonus evaluation I would like to propose that we consider giving her a $5,000 bonus for her time with us now because remember the contract is she's on the right now does not include a phone but I have watched her work and talk to our staff and I just really appreciate and and I do take what you said Miss Lisa about coming in a covid time I think we should just really recognize the hard work and the stress and the everything that people have to do when they come in and join a time of covid and my proposal or whatever like for the board to consider is a $5,000 bonus whenever they could be before this new contract is signed and it will still be a bonus attack this contract and I'm just going to ask mr. her bill before you guys even sold or before you even discuss it because money we are we are the budgetary for everybody and I just want to ask me for her belt and make a $5,000 bonus happen for a document you make it happen because I don't want to ever make anybody feel weird about money we could make it happen so any discussion on that thank you mr. Marvel and it is okay so that's that's a step or thing that will be voting on because it doesn't have to do with the contract they were voting on her the subsequent the new contract bonus that I'm proposing would be a separate coach section labeled performance performance Compensation Plan and so that will be in the contract with his Rubik he has nothing to do when will we do if we voted on it at our next meeting the next pay cycle we have an affirmative headlines the next group opposing May test on the bonus for their employees Timberland yes you might have a moment I've never experienced this before Africa 2nd hard work not just my heart we honor to the starter okay then maybe that's the teacher pay that what you mentioned earlier of Miss Marvel so there should be a law summary of teacher pay and get it without lines and on January 22nd that the general send the food allocation for a 2% increase on it and then $126,000 beefy T bonds and Associated benefits and so we're proposing a one-time bonus of $370 in order to receive this bonus they would have to have been employed as of March 15th of 2021 and still in the dishes finally paid off and has previously said you had a budget amendment that was in your pocket or to approve the $126,370 287 people that impacted by one-time bones is this was something that the general assembly sent this is just my just for my benefit because it's part of our budget or this is a given well I think you would have to approve the compensation for their party yeah as a one-time bonus because I just wanted to ask cuz I didn't know if they said we had to do it that we had the most thank you any questions next section is a charter school Review Committee the summary report dr. Pamela Dennis what's good evening I'm you have a two-page summary report and I want to go over some of the highlights of the things that you will be given so before we get into that though I want to make sure if I understand the process of the Review Committee under to it since the application was submitted February 1st so remember back I'm thinking one of them board meetings in early February there was a reef Review Committee that was appointed and basically the job of the committee by board policy is to evaluate the application based on the TV show Waverly brick and then to recommend one of the following options to the board and so that's what we're going to s*** I'm going to share tonight with the comedian landed on and basically we would into the board either to approve the application reject or reject the stipulations for reconsideration and so the team over the past two months and then oversaw the capacity interview process so just to be very transparent I just want to make sure you understand a couple of key component of what happened I do want to like publicly thanked Nashville Public Schools in Shelby County schools because the Department of Education connected us with the charter school offices and those districts and they were very instrumental in helping us Trainor and when we had questions that process they were very helpful in making sure that we did this the right way so one of the things based on feedback we want to make sure you understand is that since the deadline the application was bigger refers the committee review the application as is basically since that was the deadline that was the application that was submitted and I'm in so just wanna make sure you understand because there are some things that have happened since it's the application does turning in that I want to make sure you're aware of but based on the received that's kind of how the committee act so we did a New Soul training based on that support for Metro Nashville and Shelby County schools on February 24th one of the things they also did for me and someone from East Tennessee at least it in one of their committee meeting so we can watch and see how they operated it so that was very helpful or work training on March 4th March 4th the sponsor Miss Becky G my son was here and did a 15 minute presentation and you asked her questions after that the committee met March 11th the 22nd of March 26th we held a capacity interview with Miss Jackson and most of her board members and then faced on the casting interview and any last-minute Reeds on rereads or third or fourth or fifth grades of the application on April 1st we had our final meeting where we compiled our evaluations and scored the application and voted on our recommendation so in a nutshell I want to kind of get just a really brief concise overview of what we found and that will prepare you for the mail snooze documents that you will have at your disposal the next 2-3 with next in the next two weeks before you make the final decision on what on the boards going to act on so one of the things that you will be getting from his G I believe in the packets next week is there's a charter school rubric that we use from the Tennessee Department of Education you get when you get your packet next week be quite this in addition to that this is the actual application so you were sent a digital copy of this but if you don't want to use your ring to read it just get with Miss G and she can get you a copy of this if you want a hard copy to read but as you can see this was a lot of work by the team members because we had to you know read I'm at least one section of the it was a sign and some of us have had to read all of this cuz this thing was quite lengthy So based on the state River it we're about to share with you our consensus reviews and one of the things you see this in the rear brake is we had to come to a consensus on did the application meet or exceed the standard partially made the standard or does not do a couple things for do that I do want to lift up the fact that it's obvious that the applicant spent a lot of time and effort on putting this application together it has some ambitious academic goals and there are several Innovative approaches application it does include current research supporting the impact of the Arts education on academic outcomes and the board meeting the interview I do want you to be aware that on April 12th is like this past Monday after the committee voted and as we were finalizing an editing this document do you want to make sure you were the world that you're aware that we were informed by the group that they had been awarded about $265,000 pursuant to the tdoe charter school expansion Grant application so I just wanted to be very open and transparent that you're a this in your decision-making because that may impact what you laying on of obviously we did not know this information when we voted and made our report but I wanted to make sure that you do this so inform your decision so based on the application self the capacity interview and any other due diligence the committee voted unanimously that for the three sections of the application not meet the standard when you look at the rubric that the committee compiled you will see detailed information about about the evidence that we use to make that termination and so just want to kind of give you a heads-up and that's why this is  this document is still lengthy when you get this from his G some highlights just to make sure you were aware of because this was not brought up at the it's a meeting of that I guess this is like the 1st of March one of the things that that was discussed at the capacity interview is that their first choice for the charter school is the West Elementary site one of the concerns that the committee had was in the transportation play in the application still mentioned that there would be one bus routes I think capacity youth applicant said there may be two routes we know because the geography affect County just the facts speak for itself if you were to drive without stopping from hyper and then you went to Northwest mystery that is almost 47 miles and map quizzes that would take 64 minutes now you know that's assuming you don't get behind a farm truck or you're not making any stops so they're ours go to the committee about where the transportation play in is doable in addition you are well-versed on the northwest side and we had concerns about good that site the operational in Fall 2020 especially with numbers that we saw in the budget so when you read the rubric that's one of the things that you probably are going to look at as a board in addition I want to make sure you understand that they're ours there were some opponents of the application one of the required documents and something caught attachment in the notebook that was provided there is nothing in that section and there is no document that's labeled in addition the Senate budget in both electronic and printed form has numerous omissions in particular when you look at the line items or Contract Services Plaza materials filter expenses other charges in debt service there's nothing there so there's a dollar a male but we don't know what it's for and so because the fact we took the application as is as giving the feedback that we got from Metro near 4th and Shelby you know we just wanna make sure you're aware that so when you're reviewing the rubric and the application I want to make sure that you knew why we came to some of the conclusions we did all right and then laugh another big concern on the mini is how does impacted the desegregation order one of the things that the purpose of the capacity interview is is too dark to determine does the Fanning board have the capacity implement the application the board nothing really against the board did you know they were impressive as far as their knowledge of many things the interview but one of the things that we ask them was did they know about the green factors which were those six factors that are part of a desegregation order and none of them knew what they were so that may raise concerns for you about their capacity to implement policies and procedures about the desegregation order one of their board members is already resign and so that might raise a red flag and so we do have concerns about board with address the consent order station itself we have several concerns related to the desegregation consent order with respect to the six green factors that includes transportation and some other factors so when you read the rubric and the details can we have in there and as you read the application itself those are some of the things that the committee thing there are more but these are some of the things so with that the committee unanimously recommended to the that you reject the application and we recommend that it be denied because the sponsor failed to provide sufficient evidence in the academic operational and financial six sections of the application and so basically and dr. Hamlet will leaves you through this but basically really the next it's for you is the work of the committee is now done and so this decision my wife lies in your hands at that special called meeting that's in 2 weeks remember that has to take place then because of the 90-day deadline so attorney minor will be working with dr. Hamlet and the board to have the resolution that you would have you would have to choose from so basically you will either vote to approve the application as this work you could deny it and then that what kind of what kind of go from there as far as what dr. Hammel has to do turning minor has to do and what I may have to do is the community share the way that it really didn't mean to talk that long so I'm sorry I thought I was going to just buy gold was 5 minutes but I'm I want to make sure you realize that and I'll take any questions that you may have at this time action scene I need one I'm positive it's the discipline policy but I want to make sure I'm still Rick so yes sir so what happens in as far as attachments and I may have said 6 instead of attachment what happens is under each section end of the rubric sometimes there are attachments that are supposed to be included in the application so the section when you look at the rubric this is section 129 and attachment be he is the student handbook will there is no attachment be in the both the printed application and in the electronic application attachment C is the student discipline policy and so that there is no document that says attachment see on there now to be very transparent there are some things about student discipline in the application but the requirement is there should be a specific attachment see in the application is just in their decision. Disarm distance around the academics Pizza kids so even after her coming here is definitely not having a definitive answer for that they feel we're not able to provide answers how did they plan to use at the beginning of the capacity they referred to arts and I have to look at my notes there was a group that they were relying on to develop much their curriculum however that Creek elem has not been developed as such and one of the things that one committee in particular mentioned was in talking with talking with folks that were kind of well-versed on Charter Schools a business call A New Start applicant and so one of the things the board would would want to consider as part of the grand scheme of this is the question does this Charter School applicant have a proven track record of success and so on if we knew that this you know I've been here so I have to look we do not know what the curriculum would specifically look like because the app basically said it had not been created it would be created after I believe the charter school would be if the charter schools approved then it would be created as far as the actual curriculum materials meaning of the creek materials so I don't want to make sure I don't mistake not all there was mention that Engage New York assessment and curriculum would be used like parsley for Maya but I'm at the has the interview I believe that walking said that not all of that would be with them being singing this 2022 North Haven together or they just take whatever program Community didn't have the benefit of analyzing Pacific refueling because according to the application at the casting reviews it has not been created yet you mentioned that you guys relied on the application as presented the day that it was due well the only will the play two pieces for example one would be that one of the board members resign so obviously that was not in the application to the piece that came about the phone didn't know that but in addition one of the things in your see this in the reape-rickett self sometimes things at the capacity interview there were things mentioned that wasn't specifically in the application or appeared to sometimes contradict what was in the application so that's where the work of the committee is hard because sometimes there were discrepancies and obviously we know when that's just their word is there were sometimes discrepancies any other questions for you are you done packing yet I've got a little ways to get a break so I got to get back to finished get to work on it I will I resent them is our letter e and the addendum has to do without grass cutting be of beef ribs madam take your things after the grass cutting getting was conducted in accordance to the bidding process that was approved last year the bay proposal was advertised the newspaper the Falcon from March 31st through April 7th the recommendation is mr.
