I pray that I work helping customers like you all understand compliance obligations and anything really that touches that wheel for employee life cycle for I'm training to time management to the way we integrated payroll to compliance-related help I try to help district navigate those things and bring some continuity that's walking across the state about this thing so our presentation objectives I just wanted to lay out kind of an expectation of what I'm trying to accomplish and then you can add to where do we need to buy some medical information for the state and I want to share the development out of the Tennessee State Legislature and its special session just yesterday to let you know about some changes to the law then inform the board and guidance for the Tennessee Department of Health and the Tennessee Department of Education and Fayette County Schools response so basically what are the requirements and how have you prepared to respond team in soccer what cans and then I've been working with them so just kind of laying it out so that you don't get phone calls and not know what the answers are we want you to know how to how to understand and have an opportunity and then policy considerations you want to make us completely in your depression I don't take a position on whether you should or shouldn't it's more of the presenting option and then answering questions in advance of your set my agenda medical Twain renewal information just because I talked briefly showed you a couple of concept I want to make sure we remember is the ACA affordability concept that mean the 88 employer mandate requires large employers to offer affordable coverage to their full-time employees or else they have a penalty Act after what that mean we go to the next line is we have to make sure that we don't fall below of floor and how much we pay for insurance and that's the bottom amount that they can be have paid for them under the law a hundred and $4.53 per month that they can bring out of their own pocket as as the most they can pay out of their own pocket for employ individual coverage then we also have to make sure we maintain compliance with B he spending requirement so that's a second layer of requirement that we have to try to keep our eye on the floor of the minimum we can and that is God about BP funding and Affordable Care Act but then we also have the above the floor is anything you want to do to recruit and in and keep your employees as well as with your able to fund right that it has to be cuz not only what we wouldn't let me pay for it and those are kind of the guideposts we have to keep in mind that with the State Health Plan in 21 rate increase we know that the information is being sent by the state I went up at the spot in here just to show you that the original idea from the state was the rate increases going to be 4.1% coming into 2021 but in order to get it down to 2% for that column in the Redbox then we had August 8th Northeast formulary so what that means is a picture is your employees are going to experience the ones especially on a specialty drug will experience potentially 85th to the amount that they have to pay out of their pocket for that medication it doesn't mean it won't be covered it just means it changes what tier the right how much the plan play at 8th and how much did you pay for that particular medication and he wins that he's me with that formulary times they were able to get the rate increase down to two percent but it's still 2% and this is the letter from the state of Tennessee Department of Finance and administration that tells us it's going to be 2% so dentist premiums coming out of state now this is how much you as a board are going to be paying and then we have to decide you will have to decide I should say at some point what part of that is going to be paid by the board to the funding allocated the schools and what part of that is going to be paid by the employer pocketbook this is the total amount of premiums right through the cost of in this area between the employer and employee the part that are you at the thought so as we look at budget plan options we know that it's getting more expensive. So this is how this 2% is allocated that you don't have to conceptually and I can get as far into it as little as you want but it is what does that economically look like for the coming year and allocation how much do we have to spend to spend 2% more and then if we take all of that on herself with that look like if we share that with the employee that cost increases the employee we pay 1% and they pay 1% what that look like if we have them pay 25% 75 West that look like and if we take all of it and we absorb it all of the rating free 100% of it then the insurance policy. What is the total image we're budgeted change expected and it expected to be if you was or were all of the increased $53,424 at the projected absorption it would be so who won confirming that we want to make sure we keep in front of is what about look like on a projection of 5-year projection and this loud is is meant to show that which is the blue line on the bottom is where we are right now in 2020 we hate the cost of health insurance today 2667000 dollars and protect it for whatever five years and nothing changed except for six and a half percent increase average which is pretty in keeping with national trend Anthem Hills Lantern 3431000 would be what we would be paying if we changed nothing right if we just at 20/20 grape projected for 5 years and then the green line above it is the one that shows which is to increase with a mask looks like and you can see we're going from 2720000 in year one all the way out to 3.5 million by your five for the same coverage assuming a six and a half percent increase that's what that is and I wanted to say you that part of what you're doing when you do business with us as we have a proprietary Actuarial playing I swear that we can run in this lot is an example of how it crunches millions of plane we can identify them by ZIP code we can we can crunch the numbers by region of the state like West Genesee and we can hear the Bi-Lo claims medium claims and high claims and then look at roughly in an in a sense of population how common is the low class is playing first at the hotspot display and we can we control that information down and then predict how we might shift the plans on if you ever wanted to do that now when you're on this date we don't have any of those options right so they only talked to Ron they plan the plan b identify what their coverages are going to be they give it to you and you purchase it just a transaction some district has chosen to take more control over that and have the ability to cough contain by a change in the plan devised as they want to still keeping bees funding but but experiencing either shopping in a little bit in the private Market just to see if it looks as good or better what we have done in the past is we shot that and out of roughly like 45 District that we have stopped it with we do the math and we say it doesn't make sense for you to leave the state you should not even think about it your numbers are good at the state stay where you are but sometime we can project forward and look at the right it makes sense to look at a private auction so out of 25 we might quote maybe 5 look good enough to actually explore the possibility of moving right and that's free to look you can put a pencil 2 this thing with the private Market comes back so when they purchase things that are Blue Cross from the state we still go to Cigna Blue Cross and get clothes and then we also get clothes from United it and the other and we bring them back and Save you don't want to put it at all or maybe they'll have one acquitted or maybe only one wants to put it so we can come and get a feel for the private Market have an interest in you as a standalone group or did they say know your plans are too bad and then you just that makes more sense you're pulling your work or group of all the other districts only reason you would think about looking and we started if you don't want to live we don't look if you want to look we look at the way that works this is an example of how the we have a robust education system for employee than the reason I gave you this it showed me the total cost of healthcare is the concept that the only thing I'm really focusing on here is the list on the left you don't control the ductable separate prescription deductible coinsurance office visit co-pay drug co-pay whether you don't control any of that when you poop they said it and you don't get to pick and cheese so if you wanted to explore what it would look like to say why I need to save $5 then we can try to back into that number if you say we got to say it was $1,000 and then we left with that 5 minutes. what is the percent that it is totally free to look no obligation either and it may be that we call you back and say it's not even worth talking about anymore cuz the place didn't look good enough so that's that is an option for where is it currently if I'm wrong but we don't have to make an immediate decision we have about so if we're going to look at it we would need to to go ahead and get the data on your group for the State Health Plan so that we can send it to the carrier's to look but that would be a much we have more time to actually talk that it's supposed to give you an idea what the with the trajectory look like or what the passivity we would get the claims Dana back from the state and then take it to the carrier's and then have the carrier's tell us whether they even have an interest in playing ball if you will or not the numbers and don't give us some preliminary quote but if they don't want to quote it then we would just say it's off we're just not even pulling with that we're just going to say we can't forget till we look I can't predict Twitter claims are until we actually get the claim that's that's why I'm starting the process is not a commitment but it has to start meeting with the chain and we play the continue to do that and next Wednesday we have a Chiefs meeting just one kind of comments having done the insurance and benefits both here in Fayette County before and in Haywood County this is a big conversation this is not as you know we'll talk about it for five minutes because it impact people at every level also drives decisions about employment it drives decisions about how much coverage I'm going to offer if I can't afford the health care coverage for my family does that mean you have to go elsewhere for that I like the idea and and I've spoken with stop points on a number of occasions professionally in my responsibility and we talked a lot about shopping with just never done it my concern at this point is I think it's a great idea and I think we need to do it but I think we don't need to do it maybe this year and the reason is October is open enrollment so we have we really don't have a lot of time to stay about what the other options are there out there and to properly educate our employees have to make a decision and I feel like in Fayette County is not alone but I think we've done in the past sometimes we've done our employees it to service by not using them in a knot what is that we're not alone in that process I've experienced it elsewhere to one thing I would like to see 527 they've done this and can't do this and I spoke with dr. watkinson. funny about this too is at some point in the great scheme of things is not a lot of money then we need to be sure that we tell her employees what that means for them because Minions that didn't get maybe they didn't get us a large bonus or they didn't get a raise but we do this for  in this is what it what it would look like for them analysis are a great way for us to tell her story because when we go to employees get disgruntled about this out of the other and I start looking at working someplace else if we can give them a piece of paper or some kind of an analysis that tells them a check online insurance and we're getting you maybe a life insurance policy cuz I know some districts do that and since they facilitate that as well we're paying this for you were paying this for you that inflates with that salary looks like and it makes us look really attractive your content compare one employer against another I would like to see if it's some point do that I know that's what really Administration level of decision and I want to see us I think this is something that kind of get it push-to-start and we just the last several years we've made a last-minute decision oh crap it's insurance premium notices I've been working in the district solid-state get that information and we've got plenty of time to make that decision so we tried it for next year I don't like to see it's like the last one of them is that you have to learn that the funding and the budget cycle to be finalized so that you know how much money has been appropriated from the county side before you really present the final numbers because we get you to guess the state issued the premiums and set the premiums in the timer which is already a short calendar in her blue eyes changed over but at the same time we we have to be able to let enough claims they to be in the system that is Carrier will give you a competitive close if we try to close in February open Match that it's hard because with her having to do if they're having that may come in the The district has an unfunded mandate that the federal government shutdown and said you're going to pay the bill for this right but it has limit it's not the whole time they're home it's not the whole time we tell him I can't work and that's unfortunate because people are going to expect they're going to get my check because in March to May where they get right I got a check now in March today everybody was grappling with the virus we didn't know how it moves we didn't have goblins yet we didn't have a system but we had stated thing you have to educate you're going to be tested we got to get kids back in school and then at the same time they're saying you got a quarantine and isolate these people heard both and so we're just trying to help you guys navigate what that looks like in and of course it's going to upset some people questions about that before I kind of mood for it I just wanted to kind of tell you why we're bringing this up but then we have to ask him also do you have a sense of and here's where things get kind of comfortable being uncomfortable is a cough can be a symptom that if the employee says I'm I've developed a new cough and I don't know why y'all have to quarantine them you actually have to move them into ice so isolation means you send them home and they're not supposed to leave their house and that's not optional right unless any medical treatment now they're going to stay home and they have a cough sure I'm going to Target or I'm going to watch baseball or whatever I'm going to get supposed to be home and you can't believe that but if they've misrepresented it to you that you can discipline for it right in her an employee obviously we're not there and it's going to be uncomfortable the next one is the last person there is have you tested positive in those cases are EV right everyone knows when they got home and that's as clear cut window time because we know it's ten days at all on the 11th day you can return as long as your last day at home you were fever free without medication and you didn't you feel better you generally feel better but if you'd help a complication it would bring that out right when does The Great Clips in the pay is a one time drink bucket of Levi okay so here's how to think about it 10 days a year sick leave that's what you're going to get in 10 days on the front end of the year for sick days plus maybe two personal days it's what most District have and then this is an additional possible 10 days for 4 some people if they're not told Tom it's not a full 10 days because that wouldn't really be fair right if you don't work all the time you don't need as much time off if you get it as the person who works everyday said that that can kick in if they can we tell him to quarantine and isolate but only the first time because once they used their leaves they don't have it anymore they've got to use their existing sick days right and y'all are back and if it's been 20 days and it's been certified physician you got to have a permanent stuff with the right person case unless you get a waiver or whatever I think I'll be called away right apologize on another former Al's Formal term for the state you have to get for a 7:35 you get my address so I know how long do I get paid and there are some the general idea is for full-time people it's going to be up to 80 hours and if I go out with me I had a fever on and when you check my temperature and I say all that pain means I have strep throat got it to write strep throat fever I can go to the doctor and get the doctor to check me if I'm positive for strep throat and I'll bring you that explanation and I'm better with a round of antibiotics on the first day 24 hours I'm ready come back to work clear me out and bring me that it's not that late because it doesn't let your cousin anymore and then I still have a little time left if I didn't get cold later if I did have to quarantine later but the problem here is as you might imagine if I got court every time somebody tells me they had a contact of the positive they may be out a lot the other problem is based on them telling us the truth okay so when they realize that it's not funded many many times they may slow down on some of that but for a while and then when they'll figure out that this isn't like March to may you got something that you don't have to do not going to get paid all the time then it'll start flipping and you'll start having employees more than people are trying to work when they're not well Airport just as a thought that probably some good employee staff training would be a great way to help prevent someone just letting them know what this is all about.
