okay this is uh 6 oclock is uh regular school board meeting April 9th 2025 and let's call to order roll call please Dr Mike Brown present Melanie McGuire here M Miller here David Reeves here H rounds indivisible with liberty and justice for all okay for before we get started I want to uh uh communicate a uh an item that needs to be presented okay tonight this board will vote on a 25 2026 organizational chart additionally this board has approved site based management for 25 and 26 the the big County employee contractors fires on June 30th 2025 okay with that said let's move on to the approval of the agenda uh do we have any modifications all right okay excuse me they're still back 1 we had a tragic uh weekend we lost people we lost family of this school system we let's stand for a moment so thank you do we have any comments I do I I have a chance an addition on the agenda okay let's go to the agenda okay yes sir yeah on my section that's the Budget Finance transportation there was 1 item I'd like to discuss is a u a statement from our attorney minor that fits in the budgeting process what I said I have a statement that attorney minor gave me to discuss under the budget process that's why it's under so that would be added to your uh yeah yeah I bet I've got a number of Transportation um review items and in motions I want to add 1 another category of the attorney miners statement all right that'd be 8 uh 1 and then that would be a sub number add yeah 8 8 yeah 8 81 No 2 I guess me too number 2 Okay so uh I think we have to make a motion to add that approve motion to approve second second vote I motion to to add what add the statement that I want to read what's the state I I'll read it to you when we get to it we're going to add it to the agenda if we uh 4 TBA uh motion that I want to make later and then number 5 I'd to add another motion on freezing job hiring for the remainder of the year okay motion is for discussion okay motion number 1 was to delete uh the athletic department update uh number 2 uh was uh discussion of funding for our vote on funding ROTC program number 3 most tsba contract number 4 was to freeze hiring for the year is that number 3 is the calendar was calendar number 3 is counter you are correct Mr all right is csba apply the number 4 number 4 I am going to make a proposal tonight on free on ending the contract with tsba and I will expand on that when it comes time for that all right we'll move now uh kind of discussion we have a a motion do we have a second second second let's go to vote all in favor 1 order 1 order your tsp or ending a contract with what contract because you have to have adequate public notification if this affects the entire Community if you talk about the superintendent's contract is we're talking about the general contract we have we do attorney minor would you address that please this is not terminate the director's contract as I understand you're just wanting to discuss whether or not to complete the performance of the contract that you signed with tsba that is correct I want I want to discuss the ending the contract at this point in the in the process so it doesn't have so the statute would require our notice if it was in uh having to do with the superintendent discussion or vote pardon me discussion or both um well a vote would require the a notice I don't have the statute with me tonight because that's not being addressed but I can certainly uh provide in-depth legal uh opinion on this tomorrow with regard if it had it to do with the superintendent yeah I know that we have a contract that we initiate tsba that talked to me yesterday about that yeah that doesn't fall under the same statute though that we are discussing or voting we're going to vote right now that way I think have a problem with okay well all right we have the opinion from the attorney that we can we will we are allowed to vote am I correct for the agenda item change yes okay so I've asked challenge that okay so noted that was legally challenged what's that mean so we have that recorded in the minutes okay 18 security so 18 security Safety and Security you had a pretty we have a for an order you had a freezing excuse me the freezing you were all right okay Brown had a freezing all right let's go so we have 1 more under education and that would be to freeze would you freeze all hiring for the remainder of this school year all right so we've had a motion discussion I will second it for discussion all right let's go to second and then uh it's time to vote uh motion to approve discussion discussion I just said discussion but you went to somebody wants to discuss all right discuss it please now this is going to require the the freezing of what areas because we were missing a Director of Finance which is key because we're so late with our budget we have the out of budget yet and we're nearing our deadline and especially we talk about your riff because there's no budget to start even the superintendent to out what cuts we need to have until the budgets pass so is this affecting the Director of Finance that is correct I will discuss it when it comes time but my purpose here is to allow the board time to review this look at possible way you're doing Finance and then once we get have a review and education the Board needs we'll be able to discuss it with the new superintendent when and start the process that's that's my reason for doing it sir is isn't this most in just to get it on the agenda yes then we could then we could discuss your concerns when it's August 1 B clarify what we're voting on right now to put it on the agenda do we have clarification motion to approve i i i i motion to oppose oppose oppose 3 3 Mott passes goes on the agenda okay we're now at the approval of the minutes see security you're going to change it I don't we have any other agenda items before we correct all right so we're moving to approval of the minutes regular school board minutes March 6th 2025 there was a correction do we approve motion to approve 12 second second all right Roka our vote excuse me motion to approve vote all right excuse me all you want to comments yes there are several the first 1 on the list is chsy Walker and Mavs Anderson oh okay welcome thank you thank you for being here from the beginning of from the beginning Jersey change the trajectory of my high school career and you waive a final citizens Forum series core values honor courage and commitment all Cadets live by these ideals as well as their added responsibility of needing to be on top of multiple things unlike our peers more over Cadet are expected to be leaders both academically and behaviorally while still striving to be the leader of Tomorrow our discipline is exemplified through the uniform we wear every single week for example when I first joined I wasn't used to having to always aim for Perfection but this company and taught me otherwise and it has and will continue to do the same for people who join the program the way we hold ourselves Above the Rest is shown by the respect we have earned from our teachers and staff who perceive us differently from the rest of our peers because of this JTC form Jersey sea formed transformed my life and put more opportunities in my reach JTC offers admired of opportunities from scholarships only offered to to buy Cadets to join the military ahead of their periods and college RTC the key community service opportunities the leadership and the commodity we we use are unlike any other program offered at ccte furthermore injured DC has many other avenues for Success other than the military police High School many Cadets option Roland College using their experience at the driving force of the application Cadets have many ways to show off their strengths their academics Sports and drill cutting this class means cutting off the lifeline that many of us used to enhance themselves in and out of the classroom the only class I've ever seen come together despite the differences for a common goal the company comes together for the Excellency of the community engineer to see is always invited to community events whether it is for Color Guard or other responsibility we always show up every year the passion that we have combined with skills that we've learned through the program shows how necessary it truly is it creates leaders builds character and gives us a chance to stand out for something positive as well to give back to the community we love so dear our efforts to show that we are committed to the community for my departing message all of us are here because we truly do love this program have gained much from it and we only want to give other people the amount of fun Knowledge and Skills that we have it creates leaders builds character and gives us a chance to stand out for something positive as well as give back to our community and hopefully and up here is our school can become a better place that's all I have thank you sir next is White thank you for letting me speak I see that uh I read in the paper about a meeting y'all had where y'all talked about the budget and you're going to be .1 million short they're the 4.15% uh mandated by the state and I don't know if they if it's an unfounded mandate but it should be funded but uh so you're going to be in uh 5.1 million short now there's you've lost a thousand students over the last 10 years at and currently your getting 13,000 per student so time 2600 students is what I was told there's 33,800,000 now if you take 1300 per student times 30 that'll be a class that's 390,000 you could give a teacher this money they could hire an admin uh an assistant and rent a building and teach 30 kids probably wouldn't take 4 or 5 hours and they could do a second class but that's just you know if you have to cut things and I think you're going to find out you have to cut things and it's not you know this group here is only being in office most of them for 6 or 7 months and y'all are handed out but y'all are going to have to fix it now there's ways to fix it but given a like a million and 0 7 for a football field it's not going to do it and I know that wasn't y'all but you know you're problem is 83% of the students in the third grade are reading below proficiency so you're going to have to beef up phonics or something that's really cheap but really works are you going to have to and you're going to have to cut some things and some people are going to be upset but you're you you've been elected to do it and we want you to do it thank you very much thank you sir thank you next I have Miss civil Miller Watkins a budget is a moral document cutting programs and POS positions perhaps you should ask your friends at the County Commission to fund our schools Better Community is time to also show up at County commission meetings and demand they invest in our school system they have they have only given the minimum to our children since 2018 so we can look at this board but we also need to pay attention to our County Commissioners who are they for are they for the largest employer in our County which is our school system or someone else also has this board reviewed the data from the benchmarks that our students have taken I haven't heard enough about the progress we've made we've taken 3 benchmarks have y'all talked about it we hear more about others entering our schools and preparing our schools for them than we hear about preparing our schools for our current students Community if you want to know what this board is supposed to be doing please go out to tsba net look under resources and new board resources and it will give you a list of things that this school board should be doing and as far as the desegregation order is uh concerned instead of making sure that our students for example receive more black teachers you hire an attorney at about 350 an hour to fight a lawsuit that is going to end in a year wasteful spending what is your vision it should be every student every day and every way your mission is to inspire hope and improve student outcomes Community these are our children these are our schools it's like me you find no confidence in this board show up speak up both them out the elections are next year also if you look on the tsba website it says what should we expect from the board we expect that they would require and rely on professional judgment from student staff from uh per the school staff I'm not sure that's happening a less effective board manages a district works with personnel and purchasing and problem solving more effective boards are about governance planning policy and promotion the school board does not run the schools it sees that they are run well and I repeat if you are not confident in this school board vote them out next next day is Mr Lamar h thank you Mr Hopson Mr Hopson yes sir I need to share with you when you were talking I I want review because I'm going to ask you are you from this County I asked you the same thing you go to the court house and check I'm on the register all right I'm on the register ask Marlin am I do you vote here yes I vote here check continue thank you since you won't start this you see you you going to check my resume let's check yours and yours and yours and Mr T I sent you an email this morning so I'm in your District Yang you ain't never spoke to me not 1 time not 1 not 1 time so I'm let you know I got your email so we will be talking so any vote that you do sitting up here word about just a little bit of money this little town you worried about where I'm from where are you from my parents been born and raised here at V County Bowen been raised and what what I want to touch on why are you so worried about us what you need to be worried about what's been the White House I'm Rob y'all thank to all your money but you sitting up there wondering worried about just a little bit of money that that our County gets for our kids these are our kids now I'm going to talk to my community I got these little time I I see that we have more than we had last time more us I'm talking to the board they are not for talk to the board excuse me you're not talking to y'all that's talking to the board talk to the board I'm I'm I can talk with my be talked I'm talking to you and all the rest of you been going the way that you thought I'm talking to you thank you and I'm going to say it again Community we can vote them out have our own Community meetings open your church doors educate our people and stop this foolishness that's going on up on here I'm not you get you get emails get their emails and talk you can talk to them they got to they they folks be representing us the people not a certain got just getting a is already spoken for I'm glad you got the attorney here with them so cuz last time was you you broke the law you ain't got no finance manager that's right now how you going to do a budget you ain't got a finance manager explained that to me you no go to the commissioner to ask for not 1 piece of money whatever and you bet you Mr Taylor whatever accidentally any money but then you talking about making cuts that make sense to me and then also before I sit down 15 seconds thank you I know you can meet to the fullest but the last thing I'm going to say we got 2 2 uh 2 doctors in here that's capable of being superintendent I ain't got to call their name so please don't bring know somebody that out the blue and think we going to we going to go for that I see you check out 3 minutes got you thank you thank you next there's Miss Beth Robinson my name's Beth Robinson um I'm a parent of a child in the FED County Public School District our family has walked through the door at Oakland Elementary multiple times over the last 4 years funeral our kids in school biological children foster children and adopted children 6 kids to be exact from enrolling our first kids until this year I felt good about our kids being there we've never once had an issue but this year was different I walked through that door to enroll my 8-year-old old nonverbal profanity autistic son and the public school system terrified doesn't even begin to cover their feelings I experienced with kids being mean to him because he wasn't like everyone else but he be safe and afforded the same opportunities and experiences as other here today will he be able would we be able to modify and adapt the curriculum in a way that was conducive to him and his needs I'm thankful to stand here tonight and say that all of those Spirits have subsided thankfully his twin attended Oakland Elementary in kindergarten first grade so many of his peers know Sawyer and love him just like they did Hudson Dr Jackson Destiny the sped Department Miss Allison Mandy Ashley Jessica they're all more than I could have ever asked for Sawyer is thriving he's learned learning and he loves School a fear that never crossed my mind is that an adult someone who would teach kids how to be kind and accepting would be the 1 who has caused so much trauma for our family who has spoke negatively in various settings about my child my choice voices in my character on December 11th I filed a formal complaint that clearly outlined multiple violations in the teaser code of ethics as outlined by the Tennessee Board of Education it took until February 14th to receive resolution resolution that I don't feel fits the level level of ethical violation cited the resolution with professional development for everyone and not consequential to the educator in question here's a scenario for you I'm a paramedic by trade what if 1 day I just decided I wouldn't follow a policy protocols that are put in place to save a person's life somebody's family or somebody somebody could lose a family member when you call 911 you have the confidence that that person that gets out of that ambulance is going to use their Knowledge and Skills to provide your family with the best chance of success this is no different instead of a a literal fatality it's an educational fatality the people who we entrust to protect our children and provide him with the tools needed to be successful decided that because we hate her Which is far from the improved decided that she wouldn't follow his IEP refused to communicate because she doesn't trust us and spread false statements throughout the various settings which is completely unacceptable I ask that you hear my words because remember my son can't speak for himself um and consider further evaluating this ethical and moral concern in hopes that no 1 else has to endure the same struggles as my family has endured this last year thank next is Mr Elson Holmes maybe I need to uh Enlighten you all on how this dreg lawsuit came about because White probably some of your ancestors would not allow black children to get a fair education as white children didn't even want us in the school our taxpayer dollars was also being used to educate them educate them but then want to educate us our taxpayer dollars if you have facts that the desegregation lawsuit is Henry our Public School history they bring it to the community explain how how to explain and let us decide how we want to solve it how the community want to solve it not you all most of you most of you probably voted for the voucher program and now you want to balance our budget that it will take you knew that it will take resources from our Public School District Mr rounds to do away with the Department of Education why do you all want to be on our Public School Board when you voted against the interest of the public schools and tell us you you want the best for our students make that make sense to us prec there is no reason why prek should not be funded it get a different funding from the state if more is needed and you are too afraid to ask the County Commissioners then we will do it I'm here to you are accountable and if it take every breath in my body I will not stand by and watch you all destroy our public school system I'm will any questions this is this is the they're no more we're 15 minutes okay that's good all right we have no other public speaker on the list so we'll move on to the consent agreement do I have a motion to approve a motion to approve the consent agenda all of it second motion to approve the consent agenda in full which is 7 through I through I yes there's no 1 that the the board No 1 has objected or or provided a or to remove anything so I my motion is to approve the consent agenda we have a second second okay all right this uh motion to approve both I I motion to reject no motion passes okay the excuse me for saying that port on the standing committee these uh Budget Finance Transportation okay I want to spend a couple minutes on just kind of where some updates and then a couple motions um my first topic area is that progress and policy 3.400 uh request last time was to create a new complaint informed on the website it's been done and I appreciate folks doing that um there is a needs to still address the requirement for the board certification for all the bus drivers and we we we really need to get that in place and I'm going to address that the next committee meeting next Monday uh it might have been avoided the the issue of a driver not having a license operate the bus um the other the other item on the progress on 3.400 the transportation department is still working on a tracking system I want to see a uh a report often about the on-time delivery that children to school and at home and I'm guessing they're still working out hoping they're still working on it okay a couple motions go ahead sorry the policy you're talking about was you active 1 July of 2024 so that certification process should have been completed so hopefully yeah we will expedite that to you clear clearly deficient and in the at least the execution of it yeah um we have somebody noted that we don't have a finance recorder but we were able to to develop a methodology through budget amendments to purchase 2 buses so the motion to purchase 2 buses as soon as possible um so that's my motion do I have a second second second oh sorry okay we have a second motion to approve motion to approve know I have a question but yes sir so fast I couldn't yes sir so where are we moving money from to buy the buses well it shows you right there on the The Mask all right you're asking well I tell you what can you explain that well I see it I see it okay you're moving it from teacher salaries it's it's it's from funds that we're not going to be used this year so it's it's for its for the the Medicare and so just like we're moving that we could move money to do some other things that we say we can't do well because it's available this year yeah but you're in the FY 25 fiscal year that we're currently in so we we we we just I just want people to know where it's coming from we're taking from teacher salary no it's not salaries its medical insurance and transportation equipment it's still coming from right but but nobody is going to lose anything because of this that was coming from teachers right it's coming from medical insurance and transportation equipment for teachers I I I can't explain it either deeper than that all right talk quick question somebody call for a question call for the question all right let's go to vote motion to approve yes it's not Robert all right let's go back to a motion make a motion I redid it I moved to purchase 2 have a second we got seconded by Mr Brown why can't we both we can yes all right so we can't vote it yes motion to approve and I see I also oppose no oppose motion this motion passes we're going to buy a school bus we're going to buy 2 school buses okay um I have another motion no comments and then a motion that we discussed at the last committee meeting is is the upgrade the EDG software to the new Athena um we we said last time in about 15,000 actually the net increases about 12,000 so it's even cheaper and we thought it's a it's a major upgrade in the the way we can Edge uh use Edge log to schedule the pick up and delivery the children so I moved that the the upgrade be uh proved to to purchase discussion what we have to have a second first second you're right second question second I'm sorry I second discussion oh yeah uh is this already in the budget or do we need another budget amendment for this it's it requires a budget amendment yes that we need the budget amount but but we but we your your your motion is to approve the purchase but we don't have the budget that's correct because we don't have a finance director but we can get that there is money is available to do it do you know the funding that you're going to take it from I don't have it right in front of me now but it's we we have we have an edge log line item but you're saying that we don't have enough money in that account right now to fund the additional in that specific account no so I mean we I mean we can um not approve this I guess and and uh is it if I could the imperative that we do this tonight or could we find that out and then do it later well the I think the question is we need time is of the essence to get it done soon um the the issue we have is with the director is that we don't have and who normally writes the budget amendments I know for a fact we have the money because I can see the bottom line on on the the expenses yeah you do but we the rest of the board okay well all right time let me explain how this is working we own we have a software called edging that software is being let me finish all right that software is being upgraded needs to be upgraded it's only about 15 years old right all right so we cannot it's not even supported now so we're going into 26 with the opportunity to basically go do a part of par cost to on the license for Athena which is the new software so now we will pay uh for the new software next 1 difference we have 15 10 at least 10 GPS electronic units that are defective or out in our buses now so our parental log doesn't work where and this purchase we're getting new GPS and we're getting new software and it's it's not going to impact our costs but that is we don't have Financial director so that's where we so it's not a new item it doesn't have to be bid or not it's a software change what is the financial aspect you're we're changing from engine log to Athena what that that's just a 1 Brands no brand it's angelaagh it's still angelaagh it's still agile my we've had the discussion and all about edge of log you're revisiting stuff I already know my biggest thing is is you where is the money going to come from during this this this current fiscal year I have no problem finding it no but we just need to see where the funding's going I I I saw it as the the it's a it's a cost increase for software that we use okay and that's I mean if if the process is we have to have a budget amendment for the 1200 dollars I mean we'll have to find out how to do this but I I think we need to get on get it on order soon let me just let me say that we're losing a vendor discount and it can be invoiced and 26 so and but hopefully by the end we'll have a financial director well Dr Lisa would you have someone that could write a an amendment Mr Ray and I have been working together but I can't speak for him so I'm not sure if he can do this but I can check on it but I'm not concrete and saying yes okay and that's our I mean much of our issues with budget and such right now is because we don't have I mean John purify left and well we have the current funding somewhere in I'm 100% I am 100% sure of that okay I mean that's all we're not going into balance right there oh no no no no no no back no so you want to make a motion since you're the 1 chair could you tell that amount again for the software upgrade the the net the net of there's a last increase but then there's a decrease on on the AT&T service but the net is 12,000 so it's like 20 it was like 21,000 and they will will reduce the AT&T cost by 9 so the net of 12,000 so so the motion is to to authorize the expenditure okay okay but Hal's got a question got a uh sounds like a good idea to me I think this is the kind of thing you could really measure the the cost against the results so what I'd like to see in uh how we manage this because I'm going to support it um is to measure right now for a Baseline and sea cost and performance and then in a year see what's going on with what we've purchased because I think there's so many people here who don't like us anyway it's nice to show them some results that they can actually understand and that's 1 of that's 1 of the that's 1 of the reasons I'm trying to implement it's not a basketball game so okay okay this is this is are you gonna make some kind of motion since you're the 1 let me finish let me finish what I'm gonna say here there was a second and my the question is satisfied appreciate the bill okay but let me answer if the audience would be respectful and be quiet no no you don't nothing would you would you allow us to do our business next okay yes sir you have okay I'm trying to implement systems that we can track what you're asking for so we can see the progress this software is so much easier to use and and more robust to have better routing if you know and that's that's a very good question and I'm trying to ask the transportation department every month to do so thank you yes sir Mr Wilson do we need a budget amendment do we not need a budget amendment is 1 way or the other we don't need no it it it is if the budget committee is saying the chair is saying that what funding is there it can be reallocated or whatever the budget amendment can come later my question sorry budget amendment should be approved first all right okay powerful question call the question all right it is a motion it is a motion that we approve I I moved that we upgrade the the perch the ageloc software that was already seconded okay okay he just asked for that so I thought all right motion approved I right no no so noted all right next item sir okay no I'm not done yet I've got a couple more um I'm just making announcement that I'm putting on hold for in the the the proposal moving the spread drivers from the Transportation Department to the the sped Department they're just too much other uh changes are going on it's it's good just to delay that for foreseeable teacher so then then the last item that we added on you wanted to know what the the the statement that uh uh maternity minor asked me so I'm going to read it to you and it's a it's a motion I move that the director schools be directed to compile and present to the board a list of licensed and non-licensed employees positions that she recommend excuse me she recommends for elimination to reduce payroll and minimize the board's budget shortfall with the goal of causing the least disruption to possible disruption possible to the students that's the motion second we second okay discussion or an order we don't have a budget for the superintendent to actually start working back thank you hey policy she has to have a budget before she can look at Staffing and we don't have we haven't presented that to the super I think that's an ancillary thing to this this question I'm sorry I think that's ancillary to the question regards what the budget is no it's key to the question you're asking for a superintendent to identify positions to remove on a budget we haven't given her no I mean the statement is irrespective of the budget what the number the policy reads she has to have a budget to identify Staffing that's in policy all right Mr minor would you step up please would you please okay we've had a challenge of the statement that you would you like to read that again or do you need it read again you want me to read it again for you well no I mean he was uh a part of a packet I think that I sent to you Mr chair related to the 2013 uh reduction in force that the board took where um I had retained that file and that that was the motion uh that was made uh by the board in 2013 when that process was initiated yes sir that's the exact motion that was made in 2013 well yeah and that's that's what that's the language you gave me but to answer your question we're we're you're working on the budget with with uh Mr Washington and and others um it's James we're we're in a very unusual situation we don't have a finance director we're trying to do the best we can that that's a crutch okay we should already have a preliminary budget already prior to this let me finish sure sorry for this Current Port started we had meetings starting in February and March we have not got any preliminary budget or any working figures Noir has this poor even discussed a whole budget for that superintendent to start looking at positions none zero so what I can't I'm not we haven't done our job to tell her here's your budget now tell us positions that you can actually work with out you're saying cut the positions and we'll figure out the budget it's reversed this is just the proc this is just the process I'm sorry you're putting the car before the horse okay no uh John Purifoy when he left walking out the door he gave me what he had that he's worked on with Dr Lewis but the board hasn't discussed the final report got a preliminary to vote on to say here the superintendent here is what the budgeting for to identify say okay then she comes back to the board and says by the way you haven't funded me enough based on what you're providing me because this is the budget that even a preliminary 1 so this is the positions I have to now reduce you're saying reduce and we'll figure out the bunch of later no this is just the process not even a policy does that how it works we're not going to all right uh all right this is uh this is a circle yes it is it's a circular situation I mean James we we are where we are how do I get out of this we have to get the budget done you give them a budget and she's working on but you're we're gonna give you a budget what I say is a motion is superintendent of Staff should present us a budget that's right now we we can vote it up or down but the superintendent is supposed to present us a budget they work every day with the Departments and they know what we need better than we do but we we we not allowing well by law we're taking over by Paul by law and policy executive committee which is only 2 people superintendent and the chair present the budget they compared the budget that's what we need to do is from the superintendent correct let's let's be clear the the the budget that John purfoy left with us and you all have a copy of it is the current state that that Dr Lewis is working from when that worked on we should give an update well let me just ask the the requirement the requirement is all right Dr Lewis will hand us a budget we'll follow we'll follow that policy yes ma'am Mr chairman if I met really uh portions of policy to point to 000 yes ma'am okay yes ma'am all right line 12 budget preparation shall be the responsibility of the director of schools and chair yes the director of schools will establish procedures for the involvement of Staff including requests from department heads and principals all of whom shall seek advice and suggestions from other staff and faculty members skip down to line 20 director of schools and the chairman of the board shall develop a budget preparation calendar no later than January 1st that was not done because of our influx with our losing our superintendent and just the way things went down um the director our schools shall prepare salary schedules and supplement schedules for all appropriate positions and present them to the board and that's where we are we're in this is where we are right now that was on the calendar that previous fourth passed on a budget that was on the that's your annual agenda on your previous 2024 that was already set up yes the meeting and and I and I say John Purifoy did the work you just described there before he left he didn't finish and it up in that spreadsheet because because he is all the backup data he talked to all the department heads now if he had been if he was here today we'd be weighed way different position the the dollars won't change I mean the needs are not going to change but the process would it and I think this statement here is just talks about the process well we disagree but that's okay I mean can I can we hear from the superintendent sure so I was presenting with um a the budget the work Market of the budget on Monday April 7th and since then I have been working to fill through the budget I have worked with departments collaboratively getting information from every sector and every voice that I'm trying to I have a Litany of paper everywhere that I'm trying to go through this particular budget so that's why I reference policy 22 2.200 as well because it's more less that's how it goes but at the end today I still don't have all of the fastes together and it's not going to be overnight because I'm not just a person that's going to just give a product just to have a swift product I want this product to be it won't be Perfection but it'll be real close so I need time to get it know the crunch time has happened that was not on me because I should have like um Miss trim City started should have started in January I mean some components are there but no I'm nowhere close to being finished because I still need and without a financial director to be able to tell me what go here and there even though John did leave some things there are still some things that are left out well they have is also 5.116 that he's addressing which is called the rift yeah right that when that to me that's not feasible this particular time because of a lack of a comprehensive budget and a financial records that are not those are 2 key components so that I mean just presenting a product with that's not comprehensive it will be detrimental I mean to the kind of public schools and Community as a whole just to give you something to work with so Dr Lewis do you feel we should be making purchases now yes I'm purchases because everything that's going on but that's from like this particular year I'm the branches I'm working on for fiscal year for next year so I'm confident in all the purchases because I still can see where money is in every day I'm reconciling and working with the uh accounting department to ensure that I'm we're in a good space so I am confident okay all right yes sir John why why is he was walking out the door he he has all the components that are needed to address the budget he he he told me he met with all of the he had met with all the department heads in fact I even have a in this list of the data dump a letter that you sent out asking for input from all the department heads that is true we we were working on a everything that I mean but at this particular juncture I see it's that's still missing there are some things that I have to come through to a verify what is there because again I received it on Monday so I'm still calling through to verify and what line items are there because what what I don't want is from this padded or marked up all right let's let me ask you a question let me ask a question did we meet with the county mayor head of the uh school committee and had a budget last Friday yes okay we did he and I but I mean we haven't seen it you you're going to the County Commission let me finish please all right did we okay did we go over to the full 171 budget 1414 I was like 171 141 excuse me we went through portions of it and talked about what was there but he also um Mr the county mayor also more or less was like go ahead and make sure that I have a lot of eyes on it and he recommended that I meet with someone who can assist me with the budget so I opted to meet with 1 of my colleagues in the Heywood who has similar demographics and it's a similar or chart structure and we agreed give him a rough 10 budget by May the 1st of he said that's when will you be ready to furnish that budget on by May 1st yes I should but that's okay so you you you don't want a board you know the chairman you're going to be able to budget know you and I should be working together I was going to send it to you when I got done with it which will probably be the end of this week or the first and next week all right so we have 1:41 1:42 which is uh Federal we have 143 I understand we have 143 complete which is cafeteria and Food Service yes because she received email and a a request for Mr Miller saying that I would let give it to her so she could insert her portion I created a shared it with her so she could do that part but 1 141 is still the main um what are we going to be and when are we going to do 141 I mean we give me on Monday when we normally meet well we had met on Monday for quite a few few weeks but money okay I'm fine with Monday all right on Monday what about 1402 I mean I'll I'm working I'm working on this simultaneously I met with Miss 142 since we we actually lost 1 of our employees well she gave me the information today she sent me yesterday is she today okay so she's going to she's going to work with us on 142 excuse me well she sent me the information because she has submitted her retirement paperwork so I went with 2 her to get the information as a proactive measure because she's retiring okay so we're going we're going to be ready on the first and we're going to work together and we'll have a budget 141 that the board can can view when did we want we want to have this board meeting to review that budget after Monday we can set that date that's up to you guys I said I would with you and I talked about money the executive committee will establish a date after Monday that we'll have bring to the full board and any backup in the meantime we're going to send every file that John Parr for which I think we've already done or when all someone we can't send I just sent out this summary because there's there's uh there's information that anyway forget uh okay but all right so the bottom line numbers are not going to change much they're not going change and but we let's just go on and say we'll have that budget squared away uh as we meet on Monday what's the date on Monday 14th 14th okay on the 14th uh I'll be here on 14th to meet and the executive committee not allow that however there are several schools in the same situation we are with ROTC and there is some speculation with good shows that this may be reviewed and changed for next year so I would like to make a motion to the board tonight that we fund ROTC for 1 more year and see if we can make this work next year a little better for this all right we have a second question second is it going to be coming from General funds like last year it will be funded the same way as it was this year yes thank you all right and it has to has to be when when Dr does the budget you have to assume that the 80,000 comes from someplace okay yeah it's going to be more than that I mean which which huh it'll be more than that but it's from general fund if we defund it the same way we just Pastor the last us to get into Financial sovereignty so it is my promote proposal I make a recommendation tonight to end the tsba search at this time and pick it back up once the board is it and were trying to do so so I my motion is to end the tsba search tonight second all right so now we have uh discussion discussion the snake already completed the process on the selection the packets of when I talked to Ben uh Torres yesterday the Packers were supposed to be sent out they already had their nominees we're ready to go so 1 how much do we waste any money on this contract number 2 you already have a selection process but we're basically telling the candidates to apply saying hey you're going to have to wait we already lost 1 or 2 so I don't see for me avoiding this when we're almost towards the end of this process to hire the super a new superintendent whoever may be to carry us through because of what we're going through now is not relevant to selecting a superintendent disagree the board is not ready right now as far as the contract with tsba they will forward us the 13 candidates resumes they have we already have them and if we have we already have even then we have them already for those of you all we need to do is in 2 3 weeks when we're ready to do this sit down review them determine which ones we want to interview and interview the candidates but if this will give us a little bit more time to get better trained to get better better understanding of where we are to ask more permanent questions to the to the the uh candidates my motion is to end the contract today wait we have another question go ahead so are we you're ending the contract or suspending the contract or holding holding it in a bance because you're ending a contract terminates the contract it terminates the contract with tsba we still have the materials we need to select the superintendent but we don't have to follow TSB as guidelines we can do our guidelines oh whoa okay well by that I'm talking time frame we pay we paid the money for them to get this candidates which they have done they have sent the resumes to us we have the materials we need for the board to review Mr Wilson they they have they have uh not they have not finished the process uh we paid them if my memory serves me correctly 7 8,000 7500 how much 7,500 7,500 so uh they need to finish why won't we allow them to uh screen the people and send us a 5 finalists or 4 or 3 or whatever we ask for uh might be a little hidden agenda there somewhere just let them finish the process I agree with myself it's time to act we got the selection you said terminate the contract with TS well what I heard in the contract with tsba and then do the selection to shift in our own time frame that's my that's what I motion my motion is defense apparently but before you have the hiring and all that it's going to take a few months to get the superintendent to actually hire yes but we want to get is a selection they probably won't start working till July August okay so impeding the process and ating what the uh uh the portion of the contract is key and vital to this board to provide advice and the facilitate that process which we've paid for and now we're saying that we're we are someone is saying on this on this board that we you're not educated enough to make that decision this point is kind of rather disingenuous all right let's uh let's let's stop this right here all right uh we have 13 people selected that going through the tsba process 2 of those people are our people and there's people from Wisconsin Illinois everywhere in the world New Orleans our Baton Rouge excuse me and we have those resumes all we're saying is we're not ready and we're uh we need to slow this down until we can look at the 1 3 who's not ready who are you talking about not ready that's a vote that's a vote I'm I said we for me that's just 1 that's on 1 Vogt I got 1 vote traveled about when I in a few minutes here right all right so now uh where the time commitment to do the superintendent choice is going to be immense and we're going to lay that on top of the budgeting right now that's I'm saying we can't do it until May at at bus monitor um person to handle that what do you do there I would say that the superintendent and the and the uh executive committee can make an emergency decision on that now if we make it not if we vote on it no we have to go back to the board and we're just sat here and discussed about the absence of a Director of Finance and how quickly we are and how ignorant we totally are on this then to say we're not going to hire 1 how would we benefit from this mic just I I I just simply don't think we ought to be hiring people this late in the year however Mr Wilson makes a good point if we need a bus driver or we need a need so I would draw the I would draw the motion Mr Wilson convinced me that I was wrong so I I I would draw my motion could I I'd like to make a comment on that for that's rubrics gave it to the Catalan team for them to analyze and the uh the Catalan team made a selection uh we would like to have the sro's appear before us in the next board meeting what's the date on that 1 the next regular board meeting for many is that the purchase should be 8 men is the second Thursday right it still be the 8th May 8th all right I will email Captain Neely and see if we can uh have the people come or the SRS come to the board uh and we'll present them with a uh the the findings of article on team okay good work on that thank you the next item is the Skyward software um there needs to be a development of standardized conduct and discipline within the school system uh part of this is mandated by the consent decree every student has to be treated this exact same in discipline and I don't know if that's occurring we should have reports on that I don't know if this guy works software is being utilized what I'm saying I know that well I'll display it comes from goes into Skyward from the basic form that was created and approved by the um but ldf and doj okay yeah so I mean the only difference then the form is it's still out by staff and given to the liaison at the school the design who was normally in middle and high are assistant principals and then in elementary it would have to be the Principal because they don't have anyone or they're assigned data card okay is that process efficient yes okay all right I think it would be prudent for the security Safety and Security to actually get a current status report spreadsheet we usually get okay I think it'd be really beneficial yeah I've never I've never seen 1 to find out all it is the uh uh the policy and the ldf agreement working as it's supposed to I think that was correct yeah I think that would be spreadsheet we get from August if we can get that no that's fine that's you just said what I said just better know the piece we're missing go ahead okay hey I would like to come in on that uh The Forum right now uh the Skyward dismay process does not go past uh does not go down to the level of security officer and it does not go down to the level of the bus driver or the bus monitor we've asked for a form which this school system used to have a form uh that would allow these people all the teacher I mean the uh the Monitor and the driver uh the ability to write a disciplinary report hand it in to the data Clerk and it be entered uh the deficiency that I see and and I have experienced this in in observation if you will is that uh the principal controls the Forum and adapt okay uh for fairness it does need to be controlled by the principal it needs to be controlled by the people that write the form and then it'd be entered in the Skyward and this is inconsistent with the uh consent agreement because it can sin agreement says it will have fair and equal treatment across the board and we'll I think we need to go back to committee with this and ask for these forms and then we'll bring it back but there is a triplicate form that the bus drivers give to the principals in the morning now part of the problem that occurs sometimes is bus drivers hold them and they give them most performs at 1 time so and I've seen that happen when I've served as a principal before when I first came aboard when a principal was out so but nevertheless the form is still distributed form they get it they put it in the sky where and I've even gotten forms from principals make copies and also look get a screenshot of what it looks like in Skyward which I can give that to you to the at the committee because I have a copy of it that sounds good okay because I mean I've looked at 2 years of this and are you see that part of the disparity when we do it with the ldf documents and all that spreadsheet the annual 1 on a Warner has been privy and anybody is on the board for a long time you see that huge spreadsheet there's buses on that I think did you have the form I think you had brought up right for tracking on on on time is it a bus form a complaint form no that was just recently created but yeah that's already in that's already in there so that it should be I think the spreadsheet be working all right take out is there a problem but I know that has been entered for 2 years less respect our monitors and let them have an input in this too I think maybe part but the monitors too they do write the form up and they give it to the bus driver that's what I'm sometimes you receive multiples in it but they they're all compiled together but the bus driver and the monitor but they give them to the principals in the morning when they arrived I I want to see it back at committee all right yeah yes sir you might provide some some further Enlightenment um Mr K I didn't know whether Miss Taylor was still here or not she may have already left um but monthly and Dr Lewis straight me out if I get off track a bit but monthly Mr Keel is uh meeting with the principals I've been involved in multiple uh meetings as well uh but not all of them uh to go over the standardized uh forms that have been approved uh by the district by doj ldf the disciplinary framework forms 1 for a grade 6 through 12 1 for K through 5 uh those are uh aligned now with your the boards help in uh rewarding uh some of the uh items uh to now be consistent with the code of conduct that the board has passed and Mr Keel I feel and Miss Taylor have done a really good job in working with the principles and uh Lewis if you can uh tell me if I'm wrong on this but helping them on how this form gets filled out consistently between schools uh how discipline is to be uh hand handled consistently between schools uh this is a 4-page form I think you all have seen it uh the the the form provide for a narrative report from the person who actually observes the disciplinary issue uh then based upon whether it's a level 1 level 2 level 3 it then escalates up to the appropriate uh Personnel uh typically all the way up to the principal so I I want to make sure that there is an ongoing process by Mr keel and Miss Taylor to work with the principals they're meeting every month on this yes those are the um HGD I have to be careful because the other day I said HGTV but the HGT meetings um and they also have guests from eak that come in and give them discipline scenarios and other uh research based discipline um measures techniques restorative practices and all those because they have been extremely helpful they've actually eak has actually led a couple of those yes because I have participated in the ones that eak has led so um I just wanted the board to be aware that this is okay attorney minor let me ask you a question sure uh I happen to observe uh form that was put together to supplement this and that was a form that the uh the bus driver and the flight attendant I mean excuse me flight attendant bus attendant anyway a little laugh here uh but anyway the form there is there there was a form generated that we look I did observe that would allow the everyone to part bite and then it'd be properly incorporated into your document is that correct that would be a question better put to Mr Keel uh he would be much more on top of I I do know that there are forms for the bus drivers in the bus monitors to utilize for uh disciplinary infractions that's it so uh but Mr Keel is uh Dr Lewis would that be accurate that Mr K would be someone that yes because he just um actually did a barometer check up with principles to see what other kind of reforms and other like Google Docs or things that that could be used to capture the data to suffice a consent order so that's true all right the question would be is this a dead issue or is it going to come to the board to come to the committee told me that he's going to bring to community but because he's not here tonight I cannot ask him because he was off today all right that's that's okay we'll we'll take it back to committee sounds good that's all I got all right that is it thank you all right curriculum textbooks curriculum and textbooks uh on the science textbooks we are uh we have all the information we need it's been organized it's been uh defined as the cost we need uh we weren't able to do that uh directly out of our committee so we'll have to have a quick committee meeting and then uh submit the uh authority to purchase for the approval of the board uh in the next board meeting here um I just want to say Mr chairman has done an excellent job I believe and uh so have all the people from the different schools that did the best they could with the the textbooks that were offered to uh approved from um English language uh uh the ELA State stand I've been monitoring them as they're going along they are there there's a couple of issues in there that I would like to work on but uh that doesn't need to be done here and then on the legislative update the uh assembly is nearly done there are several education related um bills that uh are not quite done yet 1 that interests me is uh 1 that could possibly reduce the amount of time each year that students are required to spend testing themselves and I think that's a a useful thing we need to spend more time teaching and less time scoring something you don't more the more you score it doesn't uh was it uh Dr Lewis has got the right answer for that 1 about measuring a cow uh you could perhaps tell people that but that's uh that's a standard there okay yes and then there was a uh a resolution I should have been working on and haven't had much of a chance to yet it's a resolution uh proposing increased funding for School Safety and Security in Tennessee I'll just read it to all of you um this would be from the board whereas school safety is a top priority for the FAA County School District and whereas students and teachers deserve to teach learn and grow in the safest educational environment and whereas in September 2024 Tennessee Department of safety and Homeland Security reported 125 School threats in 1 week across the state and whereas in 2024 the Tennessee Department of Safety and Homeland Security reported over 7 School threats that year averaging 11 threats per day and whereas Alyssa's law which calls for the universal adoption of wearable Panic alarm systems has uh passed with dedicated funding in 6 peer States and introduced for passage in 17 States and whereas the Tennessee General Assembly has passed a version of law encouraging eleas to consider the use of wearable Panic alarm systems and whereas wearable Panic alarm systems that direct excuse me directly connect to local law enforcement providing the exact location of threat and initiating school lockdown Protocols are proven effects have proven effective at reducing law enforcement response times and mitigating risks and loss of life in emergencies and whereas wearable Panic alarm systems survey multitude of purposes including empowering teachers addressing every day classroom incidents and increasing the overall Safety and Security of the school and whereas several Tennessee eleas have implemented wearable Panic alarm systems and testify to the re uh peace of mind that provided by an added layer of protection and whereas every Tennessee school would benefit from access to these life-saving devices now therefore be it resolved that the fat County School Board of Education hereby urges urges the governor Bill Lee in cooperation with the Tennessee General Assembly to allocate dedicated funding to include offsetting the existing costs paid by school districts with this technology for the implementation of wearable Panic alarm systems in all Tennessee schools and this resolution is adopted as of it was titled initially this third day of April 2025 do we want to as a board approve of this resolution motion to approve is there a second I will second second for discussion all right this is in conjunction with resolution or I'm sorry hv5 5 and SB 695 which is currently in legislative cycle right now chairman can we call for the vote on the motion know were funds excuse me know it says here by urges Governor Lee in cooperation with the state general assembly to allocate dedicated funding including Set uh include offsetting the existing costs paid by a districts with this technology ones who have already purchased it for the implementation of wearable Panic alarm systems and all Tennessee schools so this the 1 who have already invested in this the state would pay back some of what they've invested the rest of us would receive it based on state funding all right uh I'm going to add to that and I'm gonna make a comment it's probably not gonna be real popular I believe that we have a lot of annunciation systems for the teacher already and that and if we need to look at enhancing that and we need to look at that this appears to be a vendor generated way to sell product uh to me okay and I only worked in this industry for about 3540 years so uh and if we have to invest in this we better be doing better in what we already have instead of trying to find money that we don't have to start putting in a request of this type uh my answer would be no but we're this is a resolution not that we're going to fund it that we're supporting this bill and its Grant driven nowhere did the resolution state that were and I'm not sure it just we're supporting that the resolution is to support the these 2 bills if the bill is HB 505 and SB 695 now I have a copy of it it was discussed in actually the committee so you guys fully aware of this if not we can have the documents but I'm not sure why adding another layer that the state is some schools already have in the state is willing to pay for if the bill passes why this is not just another layer on a panic button For That t-shirt to hit so just their off and as I understand it it would be voluntary for any school that wanted it and uh again not detract from the funding of the school system well Grant buddy generate we have it has to come from somewhere yes so it's it's been a grant problems with the policy manager has very work in the dates are wrong how we do it so what the recommend recommendation is is to change it from the current cycle of review to the legislative thinking to the legislative cycle so you have that schedule on sections that we will be reviewing its on the board are committed to do that we will standardize your dating process where the date on your policy will not change if it's only with no changes recommended that policy date and effective date will remain the same it won't be updated 2024 that's standard and then they're reviewing process that will go to your main section page because that's required annually and the third that we're going to add is we don't have administrative procedures so those will be looked at and reviewed because policy when the fork writes a policy and we approve it then a superintendent is supposed to write a admin procedures they don't exist I'm surprised I'm shocked actually so that is the proposal for the board just like it was put up on the wall as an afterthought at West Junior High but that is a question that will be closed because that will ECT your your your budget if we don't have the flags necessary to do this so to answer that question after I uh confirm with the principals and principals meeting all of them do at um performing fledge of Allegiance and common areas either when they're in a common space before they enter into the building or before the dispersed the classes in the morning time however all the principles did request for flags for the classrooms I would need that good that because I know that that's going to impact the next that's where your budget if we're looking at flag purchases yes sir I'll get those numbers to you now I can go ahead and write that policy as a standalone policy or add it to the curriculum development policy another curriculum development policy that the TCA 46 496 101 is actually cited and there is a reference as a requirement but not specifically in language I know Mr rounds smarter in a specific policy so I can go ahead and forward and do that however I'll leave it as a motion to this board whether you want a specific Standalone policy as a current policy is suffice so the teacher motion I don't have a motion is the board can determine whether they want that policy be to move forward to have a standalone policy for Pledge of Allegiance or as a current policy that uh identifies a reference as as a requirement on 4.200 is that sufficient or do you want to Scandal on policy for the Pledge of Allegiance requirement what's the house say Mr rounds uh might want to week at some uh there are specific rules in the federal uh uh requirements of doing that um that I don't think that the way it's written right now perfectly precluded by law but with homeschoolers uh there is a provision to utilize our sporting facilities and go on the team but there is no inclusion on using Educational Services and so I think when you're talking about homeschoolers and non-residents you talk about a tuition or a cost base and actually dictate that in policy so I put it back to the education and Outreach thing I think this is more better addressed through an outreach program that these services are available my second find something that all right I would ask Mr Rams is this a law question is this a law a question that we need to address I hadn't really considered that um I'll have someone um on Tuesday to address it all right so we have it back at committee and it's being addressed yes I referred it back you brought it back to education me and also out which is probably more being the better Avenue before it goes into politics I'm struggling with I can't figure out how to get that into policy without linking the May after tap because that's Paramount and so that's the decision that I made to make sure that they will be done after tap and those dates are pending and I more information be reminded on all the social media channels about that also would like to congratulate uh uh academic and Talon team because they were Tennessee state champions for both the 7 and 8th grade um um our seventh grade team be that all the other teams and our eighth grade team was second in the nation of all teams so they will go on to San Antonio Texas they have that they have given the opportunity to go and send in some of your Texas so uh permission slips and all those things are going out or being erected to go out now and the last things I don't know if you all um view yesterday's news but there was a phenomenal prom scene crash simulation and that was it uh fear where high school and that was the first time I'd ever seen 1 and you know almost got blown up about helicopter but that's a whole another story but um the First Responders they delivered to me a vital message to all area high schools because it was not only County Public Schools but it was fed Academy and Rossville Academy because I made sure that everyone had an opportunity um to they they were taught they were giving information about The Perils of destructed driving and impaired driving and I know that prom this time of the year is a celebratory moment but everybody must understand the seriousness of what decisions or those the lack of proper decisions can make so I just want to say thank you to all of the First Responders who participate in organized that event okay the executive report is going to be short because we tried to meet yeah we we had about uh 5 ten minutes of time and then we had a lightning strike and the Lights Went Out and our meeting was over and we both got kind of wet but that's that's that was that was true so okay that's the that's the report for the that now we'll move on to new business all subcommittee we're going to start on that and we'll be working with the superintendent and uh Mr Hill initial and then move out to the school this or the principal's bubbles if I so I'll meet with those 2 um probably sometime this week or next week this is the AI policy okay uh just uh let's expand that so that everyone knows what we're we're assigned uh the state has assigned back to us to write a policy on AI expand that sir yes currently have a the current policy we do we do have which we have reporting and uh uh compliance requirements that are due in July but uh we have to expand that policy because ours is very um fraud and so we had to narrow it down and how we're going to utilize AI technology both at the student level and at the teachers level because what you see in the past we have 2 losses when it's Tennessee where students have used AI and then have gone and used that that what they AI produced run it through grammarly to changes their vernacular and pass the courses but then sue the school districts once they're on that they don't know how to read okay so that it's important that we get a grasp on all districts are are actually dealing and plumbing around with this to the state legislation is not giving us any direction any direction how to do it to leave me up to the district all right so we are we we're in compliance mode and we're working on we have to yeah it did um as a previously discussed prior to this is we have to have a 3 tier because you have to be 13 years or older to actually use this but I will have to look at that because the the Chinese are always at the kindergarten they're going to use AI we'll look at that but right now they can't use it so that would be prohibited but then we have of the junior high and Senior High Inner has to be how do we look at that incorporation and how do they can they use it and how do we restrict that so it doesn't it does not have impact their grades using AI to write the reports and the finished product and part 2 Mr velocity is the data privacy part yes because when things are uploaded you have students information data privacy and also um evaluation of AI programs that has to be important yeah it's it's going to be I just need to get the you get those policies in play that policy in place before June 30th I think because we we had it it'll affect the next school cycle we can use a current 1 uh but I think that we should work it on me again I'll experts there's opinions on it and it's good the a working 1 for 26 scooter 2526 okay here's a lot of layers of security what AI
