all the way huh no it's 5:30 well okay 5:30 yeah come on okay okay okay 5:30 this will be the special call school board meeting at 5:30 Thursday December the 5th roll call please Dr Mike Brown Miss Melanie Maguire Mr Mayor Mueller here Mr David reads Mr Haram here Mr Warner speaking here miss Becky trim here Mr James blackity here Mr Myles Wilson here okay we're going to start out by doing some housekeeping our communicating uh the intent for this meeting being called This is a a special call meeting and it's called for the purpose of addressing uh okay addressing uh the organizational chart uh that will actually come into play later on tonight but we as a board we have to address things uh either in the format of previously classified as a workshop is now a committee or in a special meeting so we are addressing between 5:30 and 6:00 tonight uh the organizational which is the Board responsibility uh tied with the budget so uh we will not we are not allowed as a board to communicate names and we will not be using names for any of this tonight because uh we'll do the interim superintendent later on the motion on that and anything else is the superintendent is the only employee of the board and the superintendent selects Personnel so the board has the obligation to fund sales positions but not to employ so therefore will not talk names tonight please okay board no names all right so with that said with that said uh we can start the discussion can't do the pledge you do that at the regular meeting just for the board meeting that's right this is just a this is just regular okay no pledge till later okay good question absolutely uh all right let's start off with the interim superintendent that has to fit in the position of the superintendent so we have to agree to the term info that will again be addressed later on tonight additionally uh the structure as proposed will have a deputy superintendent under the superintendent in the future now that's that's that's the revision proposed on the organization start okay any discussions on that before we move on this is a new position correct yes and it's already in the budget it's not it will not be budged until next next year okay yeah and it's going to be a its proposed at present as a vacant position what we're planning for FY 26 yes okay all right so we're we'll now proceed into uh a policy that we adopted several months back and that was adjusting uh the budget and positions and a reorganization platform under budget policy 5.116 so the consolidation of the plant maintenance plant operation genital Services Under 1 super is what's proposed in the remaining part of this organizational chart everything else is the same so this is just a bite and and the torque to start some addressing of items that fall under uh 5.116 okay any any questions on that yeah it's fine yes sir is there any particular reason why we chose this 1 area uh any reason it's uh we're looking at the right side or what I call right side of the budget which is operations and we are heavy heavy heavy on the right side compared to the 2012 2015 and so we are going to address several items before it's over yeah but there was several position in 2012 or 20 or whatever it was that were brought on as new position so just trying to figure out why we just choose this 1 why don't we look at all of them all right we had we didn't have all these other positions before them so why are we just using this 1 M Wilson we'll be happy to go and look at all those positions and before we threw they they may not be there this is just 1 item to yeah but that's what I don't understand if we're looking at reduction why don't we look at the entire picture I want to address this 1 tonight this consultation not reduction correct right there's no change the only only time we'll look at change at this point will be 20 and next year during contract but I'm still trying to understand why is this 1 so important that we that's that's that's your question question I can't answer your question I'm just telling you this is the consolidation that is on the table tonight Forest we're talking about reorganizing and consolidating these 3 items that's correct and you said the first bite too it's the first bite first person ever and I also will tell you that I will propose that starting now preceding every time we have a board meeting we'll have a special meeting to address organization So when you say is not you say at that there's not a reduction in bullet that we eliminate the position that is a reduction the position will not be eliminated until such time as we do a reduction in force or change in in contracts so maybe I'm not I'm saying what are you going to do with the position the position will stay the position will be there but the person no no the person will be there until such time as contract next year or they actually are just in a different position they're under a different supervisor there's you know that's what it says genital services the board will address the individuals and that's what I said before we have no there's no need tonight to address an individual actually we don't have as a board the authority to address you can't you can't talk about a a position unless you talk about a person it's a person in every position yeah we can I I'm doing it right now yeah but Miss Wilson as I understand this we're looking at consolidating positions you're correct that they they will be at in 26 budget they probably will be some consolidation positions this is the way we're going to have to reduce our our budget cost items this is the first step in that and that we're reorganizing starting to reorganize the flowchart of of the I understand that very well but what I'm saying is we need to look at the entire picture before we start consolidating why don't we look at the entire picture I I can understand because I can see a position I don't think we need and I bet we're going to get to them we'll get to them yeah but this is just the first step in the process I've heard that a I think I've heard that enough so you just explained so we all can understand what is the process I mean what is the process that we're referring to here besides just this organizational chart being presented to us how do we come up with this because if someone was to ask me um I didn't have any say so in this so I couldn't explain it to him so I think it's only fair that we all be in a position to be able to explain how we um came up with this I don't feel that I'm in that position right now well this is not up for a vote at this time I understand that I respect that but I just want to have conversation on how and I think that's when he's asking if I'm not mistaken Mr Wilson how do we come up with this well this this is proposed tonight for discussion and it can be voted up or down in the next meeting yes I I'm you know I I got this in the mail and then I and I'm seeing it now I'm not I haven't heard any discussion on how these particular Arrangements were decided upon consider as opposed to something else I I don't know what's going on well it's pretty easy to address the interim super and that's a mandatory thing that we have to do because we we have to select an interim superintendent with a resignation yes all right any on that I agree with that and and but so are you you're adding a deputy superintendent here that's new right it's a new position okay and everything else is the same as it was except there's these 3 things that are looking like they're 1 position now am I wrong all right you tell okay correct but now I'll let the board tell me how we're going to do this so go ahead and tell me how we're going to proceed to address 5.116 so you have a copy of the current organizational positions and what we're shifting to in this section I know it's going to be fragmented correct is peace meal we can't do it all at the same time yeah you have a coffee current positions and what you're trying to consolidate you have that copy in the book that was handed out to us uh at the workshop which was on Retreat and we don't we don't go ahead but if you're presenting it in an item that should be a part of the attachment that we received of I get okay again again carry forward carry forward if we're going to go with computers that should be all attached to it what I'm saying is it'd make more sense to me looking at this I get it I get it I've dumbed down this road for you know a lot of times so I know what you're trying to do but for everybody else it'd be prudent to give the current what you want to what you're proposing to go to would make all right I go ahead uh do you want to see it now or you want to just address this as a future item are we is this on the agenda for tonight yes it is well the uh the entrance superintendent is on agenda tonight oh yeah and we we I have intent to add this what positions are you consolidating on the director of operations is there a director of janitorial services a transportation all right the president yeah go ahead so just a minute we'll have a copy of this budget the debut 2026 yeah it'd be 26 consideration 2526 happens to thank you for going to make it tonight you're right person all right so uh again I asked the board to advise me on how you want to address this then go ahead yes sir so so are you saying we need a deputy superintendent in order to name an interim superintendent is that what you're trying to say no no no no no what do you think what do you do not have to address tonight and we will probably not address tonight anything other than the change from the superintendent to the interim so that that can be everything else can be taken off the table because I just said the Board needs to invest address to me as chair what you want to do because you rejected what I offered to you 1 no all right what what discussion on it but there's been no rejection well we had voted agree excuse me wrong what I see you you chose 1 leg of this chart that's right that's the first bite that's right a mini to come that's why I heard you that's correct so why can't we just do the 1 tonight just that's the first bite I mean it's a big task to go through the whole organization chart so taking 1 slice that's what I think I heard you say that's the logic I was using did um are you just looking at their job description uh I mean no I looked at the budget I'm looking for money and there's there's a substantial amount of money in this consolidation I I have a question your director of operations we ever have an operations and all the ones you're listing are currently under that correct operation so where they're funded I'm sorry they are funded are we where where's the change from the change is consolidation if you go to your budget um in plant maintenance you have uh substantial or large number 157,000 in plant operations you have 60,000 I would guess and so what we're doing is consolidating 160,000 plus 60 220,000 into a position that would probably we even compensating correctly would probably 71 to 75 so there's a lot of money here we have a lot of money uh that we're looking at okay so under operations you've got 11 categories and you're taking those 11 in consolidating them that's correct and so tonight we're starting with 1 category that's operations yeah okay all right where would Athletics School help Food Services parental parental engagement receptionist security all that go director of operations there's no change there then I'm not sure what I'm seeing for a change well if you if you look the personnel plan maintenance plan operations you look at salaries plant maintenance plant operations that's the difference which is about 120,000 difference so you putting these 3 in the 1 yeah okay that 3 will go into 1 5 yeah got it so that's that's 1 person then yes now I get okay now if there were 3 people and there's now going to be 1 you're going to have uh see to me organization is about tasks all right and if you've got tasks that were developed that required each person to get 1/3 or whatever proportion of the list of tasks then you've got to figure out are we going to overload the 1 person that's left no sir I'm sorry no sir we will not overload the person left Okay so we've we you somebody has done a list of tasks and identified the fact that 1 person can now do what 3 were doing I think I did that okay because I haven't seen anything about that well I I I have I have been a little busy this week oh I'm sure you have I I don't know anything about it if I can fight question so the point man maintenance that's 1 super plant operations I'm not sure that's not we don't have a supervisor for that position those are tasked underneath someone else's responsibility so the only 2 positions here would be plant maintenance that's a supervisor role and a janitorial service that's a supervisor role so in the plant operations that is not a current position so it looks like to me that you're you're going to combine uh plant maintenance and janitorial services into 1 position and you also have a $100,000 per plant operations in that for supplies and materials and all no no no you got a salary in there but those but those salaries are for um the person now underneath those supervisors which is unacceptable I mean but those are 7 people that go out and fix things during the day no no no no the budgets are not there's 1 implant manager salary and that is janitorial service and then there is another salary in that plant uh operations which is approximately 100,000 I was in a bucket it's not charged off to that accounting code so that's 160,000 to that accounting code okay so let me just say this we have a plant maintenance supervisor a janitorial supervisor that's it no ma'am physical bodies in this building that I work with every day there is a plant maintenance supervisor and a janitorial supervisor I have yet to meet and my 4 and a half years a plant operations person why is the director of operations plan Works off to that budget so that's a different person he oversees the entire department why is he charged off to that budget because that's where the money is have we done a I mean I've I've done this before have we mapped out all the duties and responsibilities of the employees and done a process analysis to figure out where we are at before we come to this I mean I've done this before this is like so I've I've submitted all the job descriptions and everything at the retreat yeah I I get that but there's a there's a mapping process what I've done in the past and you map out all the due is responsibility to say is there overlay is a crossover is there uh uh dual roles that are being accomplished uh by 1 person can do it and that's where we come to where you have a staff can we reduce a position or consolidate Physicians right now I'm like we're going to consolidate this but it seems we put the carpet for the horse that just I'm not sure where we're at we had to start somewhere and that goes back to what I've said previously we need to look at the entire picture usually we shouldn't be doing what you all have called them bikes yeah I'm used to a whole organizational top the bottom and then you come out 6 months to do yeah it the first thing I have here has to be identified is if there's waste if there's time that somebody is employed and and not doing anything then we don't have to worry about that and we can eliminate that if they're doing something we have to identify if it's necessary if there are things that are optional we can get rid of those but what's left is necessary now are we going to change necessary things from 3 different categories down to 1 and the 1 person left doing those categories where are they going to get the extra time that's that's what I'm okay we are overstaffed that's probably true but how do we our staff that's probably true but we have after identify where the work is being done that's necessary consolidate that and then what is left over as optional or empty we can get rid of that and the position then doesn't make sense we want to do that we have 6 minutes left hey hand here we got we're 2 different topics reorganization top reduction in force topic know it's the same thing same it's the same thing people are doing the work what work are they doing identify that work consolidate it then you have the result of now you know what's a wise thing to eliminate and what isn't I'm pretty good at reduction enforce when I started at the firm I took the position of 3 people for 825 an hour I'm well versed with it I think we're just you need to be spend more time on this than what we have tonight I mean I've done it for 3 to 5 years I've never you you we got to figure out what all the stuff to do we find out are we talk heavy we may or may not I don't know is a duplication of effort is there obsolete efforts being complete I have no idea yet but this is saying we're going to do this without any data and it should be binders full of that again the information but we still haven't disgusted now I don't know if you've reviewed something and you have something to present to us but I think that's what we're looking for how do we come up with this well we started right here tonight okay and I mean this is a discussion and we don't have to you again tell me what you want to do this is a board decision a discussion of the board so tell me how to get it done and I want I want to request it done by April 15th so that's that's a good goal but the way you identify it as far as I can see is by looking at tasks first again tell me how you going to establish that I'm going to tell you don't recognize well okay excuse me you go back and look at all the positions that we have as he was saying and you look at the workload and those kinds and uh then you come back and you make decisions about these okay tell go and cherry pick 1 position no tell tell me when you where you want to start when and how uh tomorrow is going to that's up up to scared me I mean we're going to start talking budget in January usually January February we start working on our budget so but it takes a good couple months minimally to go through all your staff to figure out what processes they're doing well we'll never get there you know what the speed of this board okay we have a committee okay all right tell me tell me how tell me when tell me how oh that actually needs to go to the executive committee not to me okay the first 1 thing we do is we identify all the different tasks that are identified in the job descriptions and each item we identify is this a necessity how long does it take is it not a necessity then once you've filtered those works then you can identify how many people are necessary to do it and eliminate ate the positions that aren't necessary you got 2 minutes well we can we can't do it in that period of time in this meeting you asked for the approach I offered it was mandated by law what it was yeah calling back to the superintendent and superintendent uh so it sounds like he's saying we want to name a deputy superintendent position tonight no no sir we don't know he didn't say that we have 1 minute position that we have to do on this meeting to the next meeting okay now I'm looking at saying well we have a superintendent our superintendent is leaving she's gone gone so we need a general superintendent yeah so you open up the position for people to apply for no no we know we don't have the time and the luxury we have plenty of time she doesn't need to the 31st of December excuse me it takes 2 signatures on checks as you know and it takes a while to get that second person so we have to establish and we will have we will establish the night an interim superintendent I don't think you yeah it can be just by direct appointment I thought well it's going to be both of those both yeah and it'll be up to nomination not that we establish that then what what you say we're going to establish that tonight yes sir it's on you and then son of the agenda all right so what do we do may I may I go ahead I think what the chairman tried to do tonight was to give you the start of the reorganized in the materials we have Madam's uh superintendent do we have all the job descriptions in the material that you send out to us yes you have this and you have them already start reviewing I'm thinking about them looking for ways to cut budget yeah yes go ahead go ahead that that's that's you know can we do it we got to do it we got to budget because we got to come up with money to pay teachers yeah so you so we're going to have to look at the budget and normally I mean I just just 3 or 5 years you're going to the guitar hearing that but just by job description alone will not identify where you need to cut yet go deeper in that well I I then my comment there is that everybody needs to look at this we need if we got different ideas that's fine somewhere down the line we're going to have to reorganize this chart and come up with money to pay teachers and there's going to have to be a vote I didn't he didn't ask for a vote tonight he gave you something to look at tonight We Got Tonight is to establish an interim superintendent that's my thought rather thank you Mr chair have we looked at the position that the state of Tennessee pays we know we've looked at every position state of Tennessee pays certain positions we have you add on positions that they don't pay we we have a chart right here and we also have a table that tells us what portions are paid by to see what positions are not paid with Tennessee but now we what we need to look at is the total system and we are over we think in the same way when you say look at the total yes I didn't think you would ever see that well he's that's what we need to look well I'm sorry that you feel that way but that's okay uh it's time to adjourn motion to do we have a motion to adjourn this meeting I move to progress or no activity it should be listed on here each month not not this month that will start we will we will go to a standard a and the committee based next month okay and I approve okay so all here would be public comments okay Mr Whitney with more so we have 3 minutes the other time keeper yes sir you got 3 minutes to do it will count 5 1 1 uh I've been volunteers to cook for 17 years if they can buttons car to school down in the valley she cured someone child going to get hit up there cuz them people they got out that don't bit more what they doing Jackman and I don't care I said what I mean I said and I me what I say what they lack it or not if the charge you hit up there I'mma Be with that pants and the news report I make note I don't go to court enough to hang I don't care who you are what you are you ain't a b the law and I don't appreciate that all parents want their child back home safe nothing in the bank not the reason to run not in the mall not in know I don't know how they got people got about 4 or 5 people out there and got 2 line for car 2 cars in the line got 10 over here for my sake y'all need to get out there and come up there and see what you folks doing and they getting paid they ain't doing nothing and I don't care if they don't like so I'm a man where you like it or not but like a child get hit up there yesterday hadn't been for me you'd been on the news that made me on a big hot truck he couldn't seen the child the child he thought child went behind the truck child in the front of the truck they told my let's go let's go you can't let go this child standing here y'all need to get out the bed in the morning time come out back and see what they doing nothing but messing up and I don't appreciate it at all I don't care what color you are you right or you want now just just keep send doing nothing you going to wish you had her I mean what I said and I said what I mean but you lack it or not okay but the cop has been going down he lives in May the band need to get up in tell them what they doing but they at home I don't like it at all and I hope somebody says something to me about all right Mr Woodmore I have I have been out there to visit you and you do a great job but you need to come see what the rest of them doing I I did watch them yes sir yes sir I uh I I I do I have been out there and visited with you and and we appreciate what you do all right any comments from us all right so the next Mr I want to address a school board member put an ad in the paper uh if you are a school board member that wants to abolish the department education then you also want to abolish Public Schools if you know your history which is facts then you know why the federal government created the Department of Education once we bring race into to it then you say we are playing the race car but it is what it is if you know history about the Department of Education we will not stand by and watch our Public Schools their bodies by board members this kind of mind frame if you are not going to make a positive difference please get out the way we don't have time for this mess we have students to educate every parent cannot afford private school for their so we will fight for our public school and again personal interest and I have not seen anywhere in Tennessee law where a school board cut positions is the superintendent okay thank you sir uh that's not true well we have any comments no no comments no questions okay all right so so uh Miss Gilmore thank you how how you all doing today um first I just want to say to uh Dr h I know that you're leaving uh thank you for always having an open door to Moscow parent group uh thank you even if we disagreed or agreed you still was able to talk with us and I wanted to thank you and wish you success to where you're going this unfortunate that you're abruptly leaving in the middle of a change change in this District but it is what it is um I'm here before the board for um I contacted the board in October and I asked you guys about a cell phone policy I was received the email from the chairman that you would not be speaking about it I'm going to say this to you guys again in a public forum that the cell phone policy is incorrect you cannot judge academics based on a cell phone policy because you do not have teachers especially at the high school so I don't know how you're measuring your day secondly you did not consider students with disabilities at the high school level you did not consider students that have uh health issues that need the cell phones so before you wrote that policy you should have broadened your scope and looked into on a high school level you may can do it for elementary school but on a high school level you should have looked into exactly what is going on there so that students can have their cell phones and teach them to be professional because they are going on to a collegiate environment that is not going to police them I also don't like in your policy that you mentioned uh gangs every student at the high school is not a gang what about the kids at a high Earnest what about the kids that are top 4.0 4.25 students why are they being punished the second thing I'm going to say to you is that I as Moscow parent group and the parents should not have to bring a lawsuit against this district for an emergency injunction in order for you guys to stop the policy I should not that's going to be lawsuit money so if you're prudent about money why didn't you just sit with us as parents so we could talk to you about what we feel about the cell phone policy how can we implement it healthy for a high school level we should not be considering an Junction to go into court on you to stop you an emergency and we will We Will Win to stop you from putting that policy in place I just thank God you didn't think this out when it's on the high school level that's what I have to say comments questions okay uh I believe this is this is Lesley Jones is it Jones oh excuse me it's Mr I'm sorry excuse me uh how is everybody I am Coach Jones I am 1 of your US Government teachers at fairware Comprehensive Hospital um I am a nobody I I have no input I um I mean absolutely nothing to the Cog that is the school board special based off what you pay me right because we don't make a lot of money right and behind me are some of my students who've decided that they wanted to exercise their First Amendment right to petition the government and also protests and that's what I teach I teach the First Amendment but I am not here to discuss the lack of funding I'm not here to discuss the lack of funding from everything from Electronics to I don't know Athletics I'm not here to talk about the fact that School teachers here are the lowest paid in West Tennessee that's pretty important but I'm not here to talk about that I'm not here to talk about the retention issues that we have that are absolutely plaguing failure Comprehensive Hospital that would be something we should talk about but I'm not here to talk about that I'm not here to discuss the overwhelmingly negative perception of our school system outside of our homes we should be talking about that though but I'm not there to talk about that I'm not a I'm not here to talk about our low test scores either they come with zero consequences by the way because there are no consequences to our students if they perform poorly we should talk about it but I'm not here to talk about that I'm talking I'm here to talk about a cell phone policy that I actually agree with but your implementation of that policy is wretched we have no idea staff at our school have no idea how we're going to pull this off and all you've done is put our admin team in the crosshairs now I have no skin in the game my students do but we have no idea how we're going to pull this off and while y'all are asleep in bed on January 8th our staff are going to be in height with parents and students who have absolutely the right to complain there is nothing wrong with calling a timeout and pushing this back until the next school year I was in the military for 22 years assigned to Naval special Warfare Development Group and I went on mission after mission after mission everywhere from Iraq to Syria and never in the history of any military operation I know did we ever tell our soldiers to get on a plane and go somewhere we'll let you know where you're going and how many bullets you need later and that's exactly what we've done and it's sad because I have no idea what to tell my students thank you thank you any comments or questions okay what's up page 2 all right Colin Porter please good afternoon I'm Colin Porter I'm a senior at fate wear Comprehensive High School and I'm here to talk about policy number 6.312 the phone policy uh I for 1 agree with bone policy but like my teacher and like 1 of the parents except up here I have a couple of issues with it if we look at Warren County schools which is located near Inventus they have more than double our students and they've implemented the exact same phone policy and they've managed to make it work so I believe if they do if they can do it we should be able to do it and the way they managed to do it is by implementing Chromebooks they've filled the gap of technology that was left by taking away the cell phones and I believe that we should be able to do the same thing if the School Board can't find the funding there are ways to gather funding to furnish Chromebooks for the entire student body and I believe we should address ways to get that uh Second on my list is for me I'm a dual enrollment student so I take classes at the UTM Somerville Center and multiple students that are in here do the exact same thing and we require our phones to log into our programs and to be able to manage our grades and to work on work for our classes without our phones we won't be able to accommodate and that'll double the workload on us once we get home and for multiple of us we have jobs so we have limited time as is once we get home and for my final issue as the parent discussed there are people with medical issues if they were uh insulin pumps things like that that require their phones to be able to monitor their health and I'd know for 1 of the school board doesn't want to see students suffer while they're there no that's all I wanted to talk about thank you for your time and I hope you take this in consideration okay yes sir young man yes sir how many periods a day do you need your cell phone to work for academics I'd say about half of them because I'm in I'm the Catalan program and we use it to research information we have music that we have to study for competitions and we use our phones to study for competitions I use it whenever I'm in my uh my dual enrollment class which is an hour long class period I've used it before and Coach Jones's to help research is research issues whenever we've done debates and I've used it in my criminal justice class to help me study cases and further my education okay you mentioned my question thank you uh I got a question do um if you could uh write up something with the suggestions that you have so that we can kind of be guided toward looking at them I think that would be real helpful and if you could give it to our chairman and then he could distribute it to the the rest of it yes sir if I could just receive an email or something at the end of the meeting that would work for me okay can you yeah I'll give you my email address but I do have a question there was actually to it because when I asked it and correct me if I'm wrong I'm sitting here that there are Chromebooks at the high school well I mean if there everybody including people working with UT to get the logistics correct and formulate away for us to not require our phones in school because right now it is a requirement for us for our dual getting rid of all these and going to the books there's knowledge in book the book selected for our students to read of course is very important it's better to read a book is it better to read autobiographies by famous people who lived history are books about history written by academics is it to read books by scientists who make discoveries are books by people who observe discoveries is it better to read books by Engineers who actually build things or read books written by people who just observe what they have built is it better to read books uh successful people who actually live and thrive in the free market are books by people who just write about their experts and is it better to read books about life by great authors who work has stood the test of times for centuries our books by authors expounding the latest political correct cause the answer is obviously yes young people in Tennessee those in our schools now need books real books with real knowledge and they need the skills and desire to read them let's revise our priorities and set process aside and give them those skills while we still have their attention during the best hours of the day and in their schoolwork they could use books and look up all the information that they need thank you thank you sir any calm any questions I spend about 15 minutes so far uh we have spent the 15 minutes at least okay well we're we're on schedule we're fine we have anybody else know we're we're complete okay that's the last uh public comments uh we'll move on to the consent agenda uh do we have any comments on items in the consent agenda Mr minor here that's that guy right there there was a question on saying that policy passing requires shoe readings in an email you said we had to actually have 3 which is the committee and then or now tonight we have on our consent agenda based on the Paw committee recommendations to pass policies that have not changed or minor modifications and that still be done a consent or do we need to have another meeting which chairman I had spoke that we take 2 months for us to do a policy change yes sir you already did the my my question is do I need to pull off all the policies from the consent agenda as new and then hold it for another month to pass because the policy committee is the first public meeting the workshop uh 1.600 proposed policy or policy change shall be submitted to the board as part of the agenda any interested party shall be given an opportunity to be heard on the proposal of the board's approval of the proposal or return for study or further revisions shall be your first reading that's why I said that uh any committee meeting is not going to be considered a first reading because it's not the board I think that's been consistent through other school districts through the years but could we still keep the ball as it's currently in no revision or a minor modification still under consent have those been discussed and prior board meeting well no so you would need to discuss them and then they would need to come before the board for a second reading according to your proposal don't shoot the messenger no yeah I I I I wear a headset 1.600 on for review anyway already so right so I got to pull D and E new business yeah unfortunately yeah okay um we'll move those 7 D and E to new business which will be H and I oh yes sir okay with done a lot of great work and I know there's a lot of a great work left to do and I just want to say thank you for the opportunity and uh as I as I move forward so thank you so much for that I know we're all looking forward to the holiday break um schools will be closed the students will go home on September 20th that is a half day for students um and back students will return on January the 8th our our uh faculty and staff will return on January the 6th um and cab will be closed for the holidays for the uh December 24th 25th 26th 31st and the 1st and so with that I'm just going to sign off first time going through this process I would like to know the process I would like to that to be presented to the board and explain what's the process um and bringing in an interim where do we find this information out do we do our research ahead of time would that not be Meijer and F further I want to say that all these other employees have stayed with fed County Schools they didn't go to Caryville they didn't go to uh uh Memphis they didn't go to Jackson they stayed here and then we choose and then on and not even giving them an opportunity to apply for it do you have someone you want to recommend Mr West well I like to talk to people first before I recommend anybody okay I like to talk to everybody I don't want to vote for somebody I haven't even spoken to about the job okay we if if my man I mean I would like to uh recommend Dr Paul as a nominee but we do have to select someone tonight yes we do so I don't why do we have to select someone tonight we're not explaining we don't have a super you have an explained to me I don't know what we have to select somebody tonight try it again the last date of the superintendent is what day 31st the 31st yes but but the superintendent is going to be taking vacation time before then yes so what is the last day 31st no I would like to assist someone so if you choose someone tonight and I can work with them because I will from vacation days and that's why it was proven that we select someone tonight so I had known that we were going to select somebody at least we could have spoken to them but but it it was on this document that was the Warner sent out earlier in the week not that we had an opportunity to speak to anybody what all right I'm back to we have a nomination and I put a nomination forward and you your nomination Dr for you have a nomination Dr for so we have 2 2 Dr Lewis and Dr Ford have been nominated is there any other nominations there were 2 came via email to board I think you got 1 that you forwarded and um oh yeah okay we have 2 nominations for the position we uh would recommend that the to the chair that we vote on those those 2 people starting with Dr Lewis first well I I can't vote for anybody I haven't spoken to I understand Mr should should interview these people the board okay do you have we have we have a nomination all right I think we're going to uh and again this is an interim yes the interim director for approximately 6 months to the board has opportunity to interview and hire permanent director okay we we are ready for the boat and we need to do a roll call is please and let the lawyer speak the most recent uh interim was uh Dr Connie Lewis uh when uh Dr King um resigned from the system uh I do believe that on that uh in that on that occasion uh there was an interview of Smith she came in and um I I prepared a um 4-month contract for her uh however there have been a prior occasions when the interim contract was month to month contract which I think is probably more preferable um also uh if your interim uh is um is someone that the board is interested in and also that are being a candidate possibly for your permanent position there needs to be an express provision within your interim contract that sets that out um but um you know I I would recommend that that whoever your nomination is expressed to the board that they are interested in serving as an interim um you know from that point uh they would have to be a contract that I would bring to the board uh for the board to approve and then of course also the interim would also have an opportunity to take that contract and consult with their own attorney uh and so there is like there is a process and a time period there where that contract has to get approved by both the board and by the interim uh but um you know with Dr Smith of course she was and she wasn't local she wasn't a part of the administration she came in and actually met with the board and interviewed with the board um Dr uh Dr Lewis of course is a employed here as part of the administration but I do think that there probably needs to be confirmation that she's interested in the position so so I did understand you just say the bullet uh interview Dr Smith they did thank you yes sir so you're I understand you our next direct question should be uh before we vote is it asked Dr Lewis if she is interested in a position right and if the board has any questions of Dr Lewis tonight I think it would be Dr Lewis would you please approach a Podium please it's always here he hasn't missed a meeting Dr Lewis your name has been placed in nomination with the interim superintendent position are you interested in that position yes sir okay would you like to make statement to the board uh the only statement that I would make to the board is that um working closely with Dr Hamlin for the past almost a year she's I want to I would like to carry on the the uh trajectory that she fit or Fe County public schools because we've worked collaboratively with on a lot of projects um I am a product of fed County Public Schools I went to Oakland Elementary from kindergarten to 8th grade and I graduated from Fear War high school going on University of Tennessee I also worked this is my 26th year education and I worked in Memphis Shelby before transitioning out here last year okay so if you were this are you interested in the permanent position I would be interested in the permanent position if it comes up you know for me but after listening to it uh my attorney minor I understand you know the position in the contract and how it was derived Okay so so have you spoken to any board members I I didn't know you were interested in running I didn't even know we were going to do this tonight so have you spoke in a board member it's on the agenda it's on the agenda I mean I had the the board members during different sessions or different things that come up like I met with Mr rounds yesterday textbooks and I met with them you know during walkthroughs and visits you know different so how did you meet with them they call you or you call them I mean during different meetings they asked Dr Hamlet if I could meet with them for textbook information or setting up plc's or arranging business to look at virtual spaces in the school as particularly via warehousing did anybody else speak yes I did I I I had several contacts with her and been very impressed so I so what you have made an appointment with what's that you just made an appointment yes phone call I able to make 1 okay you can't plead ignorance you've been in the system that's good that's good that's all I have I I was very impressed with what I saw and heard or credentials or wherewithal to be able to lead this organization at in the interim but and she might be she was 1 of my students by the way well that's the reason why they're good okay but let me let me finish with this it's very unfair to the other employees that we just choose somebody in the board not even interview it they didn't have a right to to apply I have a question for Dr well that's that's not transparent at all thank you Mr Wilson I have a question now you're fully aware of how we have moved forward with the consent order correct yes I've worked with consent with no glitch moving forward the deadlines will not shift right correct okay board please make sure that we are following proper processes because there are other individuals that have uh shown interest in the interim position I don't know if you all checked your email or not but Medicine gives 5,000 per semester for their special ed self-contained teachers and how many are you looking to hire we have 2 self-contained available right now but yes for self-contained um and then we have 3 if we're considering all special education is it okay you're gonna do the bonus for 5 people 5,000 know but how many people how do you recommending the bonus I'm recommending it for the self-contained positions and that's 2 okay just to yes so Dr Hammond you want to comment on this and no I think we're okay I think we're we're in agreeance here okay I guess the motion needs to be board not what's a what's a wish or the board what are we I think we I think we need to look at the the contract the the Board needs to approve the contract to be presented to her so if you have have a copies I would like to I would recommend that you present it to the board that would be my my request is there blanks that need to be filled in is that what it is or just just name only or salaries all right we're going to have to call a special meeting yeah this is you know this is yeah because okay uh what all right let me ask a question normal process negotiation with you and her attorney through the chair all right do I need to repeat that I didn't hear it all right Mr Bonner would you repeat would you address that so what I've done is I've handed out a proposed interim employment in contract it as you can see it's got significant blanks there um and and if the board wants to approve tonight me providing a copy of that to Dr Lewis I can do that as well but um there would be a um process where Dr Lewis has the opportunity to consult with anyone she wants to legal counsel uh and um I would speak many times with her legal counsel I mean that's the way it's typically done and then when you come back um with your special called meeting um I will have communicated and uh with the chair that we are at a point that uh I recommend and Dr Lewis's uh Council was satisfied with and then the board can vote on it so there would be an interim well that's not use the word interim there would be a period of time um between now and did you say the 16th that's the money that's what committee meetings around money okay yeah yeah where where that process would take place Dr Lewis would have her opportunity to to go over things and then I would communicate with her and then pass that information along you and then that would then be brought to the board uh on the 16th for discussion and a vote would you initially recommended a month-to-month or what I I think that amongst a month tsba prefers a month to month uh now in that I think the most of the 6 months yeah I would 6 months in terms the motion was I think the motion was to make it about 2 6 months write 26 right but but it really for for purposes of what I've handed out tonight it really doesn't matter I mean you can come back and and and and chairman statement can tell me that uh I think it gives you much more flexibility month to month personally tsba believes that as well but um you have to lock in the the the main thing you've got to determine is the salary um and then all of the other items there are are somewhat similar to a permanent contract but different because you I don't have obviously the evaluation process that you would have with a permanent um and then this 1 is designed to take effect January 1 okay and you you do salary in it too you well yeah I mean I've got a place there for the salary but I well I take that back mine's got a number in it it's got a number in it I take that back um but that number needs to be removed I can remove it no I I think the number the number is there for negotiation right and once you and the the uh other attorney agree upon a a salary then the board either approves it or not approves it is that correct that is correct okay all right time of negotiation is also uh for negotiation of when the contract goes live okay and if we have a vote on the 16th and we signed off that contract is solid yeah that would be an executive committee call I I have we have to call it okay but we need to move thanks for calling we'll have a special call meeting that will actually be an executive meeting correct know you wouldn't it would not be held in private okay it's a public all right thank you for correcting me on that all right what time do you want that set because the committee meeting started 5:30 5:00 yeah all right so the point the question once the signatures are on that contract we can only have 1 superintendent correct so this contract would take effect January 1 so even though you have signatures on the contract it would not take effect until January 1 you're right you cannot have 2 superintendents that's a that's contrary to to law Dr Hamlet uh uh tenure as superintendent would expire at the end of the 31st and then uh the interims would then begin on January 1 that's legal but you had some question about saying checks are you going to be available for checks so I don't think there's anything where my vacation times that I I just thought I heard no we're fine with that we're good okay unless Mr Hill would like to call me on vacation again for a million dollars signature that happened 1 time okay okay but in the past if if if Dr Lewis has communicated or her Council has communicated to me in writing that they are good with those terms then then the board would would sign the contract first and then Dr Lewis would sign either that same evening or the next day any any other that blinded to me I'm comfortable just 1 question group at the policies on that question on that special committee the what on that special call can you put the policies we or need a second reading on that even just small uh I think we probably good idea good question huh good idea I mean otherwise I'm waiting till January to get a so I would include the policies I think I agree with Mr basley include the policies that we had first ready going tonight include them in the special call me as long as we Define right well let's make sure we capture that are you speaking about which policies are you picking up do we move from to uh open up a policy we're going to follow procedure and state law well that policy is policy and it's all it's all on our website all right we're done okay didn't have a motion yeah all right uh we got some we need a motion now we have some of the others may want to comment on Mr Mr chair uh you on our item 10 there uh other uh other board members may have some comments they want to make all right any other board members yes I I would like to um bring the public up to date and I would like to be up to date on um the playground equipment for the range the playground equipment for Southwest and then the light poles at Buckley can you give us an update I know we're still waiting for funding to to come from the project from the football stick stadium in order to fund the um equipment so we we have not received any additional funding yet from that do we have a any kind of date or have they given us a idea of when they'll give us that credit I do not know that we'll ask uh because that is a change order which probably has to go through the architect as well so uh they should we should have that in Hand by now and we will we'll follow up tomorrow on that money that was 200 right at 205 305 thousand credit that we should get a a change order back from the general contractor and then once we get the change order back then we can get our purchase order to get their equipment installed yep absolutely okay go ahead yeah yes yes I was going to say the money has to be moved but that's the same that that that is an accounting process that goes through our financial director and and so we will go back into our general fund from a capital project okay I just think the public would like to know you know have an idea when to expect the the the playground equipment to be installed so I can bring it up again at our next meeting that'd be fine okay and the light poles I know that chickasaws got to move move some electrical lines but when do we expect that to happen uh jigsaw has work order on that now okay and uh and then the other problem we have would be that we're now in a wet season and we've got I move a crane across the soccer field so we'll have to coordinate we'll have to coordinate that that's the construction project but you know what they do when they're building bridges they put down on mats to walk a crane I don't know yeah I understand but uh how much money do we have in this project so we'll this is a construction question and it will be done as fast as we yes ma'am okay okay all right okay I have a comment okay 1 more our comments as soon as we need okay I would uh like to let the board know that uh at the Oakland uh City board meeting the other night our uh uh ROTC program was was there to present the flags at the request of uh Alderman Austin and I wanted to publicly thank all and also to inviting our our our students to come and participate in their their meeting and I would encourage any other city or County Commission who would like to have some of our students come and participate or make a presentation at their meeting we would be very honored that and I'm quite sure the students will then thoroughly enjoy becoming involved in in city and and County government but again I wanted to thank the city of Oakland and Miss Austen for letting this students come okay all right so now any other comments or we have a motion to adjourn I move
