purpose of man mix and the rest of them the members on federal like I said the amendments are to cover those lines in which we do not have sufficient funding in and so we still have another week worth of business to undertake and hopefully we have enough each one of those lines that it will not require a budget amendment but surprises do happen but I am hoping that we have everything covered at this particular point with an Amanda of course all about expenditures are to be covered by a a budgeted dollar amount and so again that's what they are the general purpose of amendment yeah basically we're impacting every function from regular instruction to special education to make transportation in the place where we see that we may not have enough money budgeted and that's what the intent is for all of this in terms of each one of these amendments now but I guess really my question would be as to how you want me to proceed because in the end these amendments are necessary in order to make sure that we don't see. budget and so explanations for each one of these lines I will give you a few lines in which there is something maybe new or different under the 71/100 595 act and Esa that is a new project code and account number that we will give by the state and this is to reflect of money that we received from the state through Tissa for educational savings accounts and you see the same thing under the 712 hundred o p b i e hey which is individual education account and so in this particular situation when the test is funding funded there's a certain amount of funds that are withheld the state for these purposes than the state administered the those particular accounts we do not have a Esa which is an education savings account that is more of an urban is Knoxville Nashville type of activity but the individual and individual education accounts I don't think that we had anyone that was participating in that and so but that is a new account we will give him well actually we have to come up with the number to Budget for this so the main thing here is that the revenues that occur on the opv 52,000 and then corresponding expenditures for 52,000 under the different of again and eat one of these categories there is a need to increase funding for that particular line due to the fact that there's not money budgeted there right now so this one on general purpose after it's all said and done all requires the use of $640,000 of fund balance in order to make this work until you see on the last page $640,926 I'm just a quick question. previous school year or the current one coming out this is actually for the current one coming up with meaning it now because we didn't have enough money in this year budget I mean normally we do that because if you try to order those books on July one you're not going to get those books back in time for school because we're required Now by wallet change out 12 were required if the parent wants no student wants it hard after work right now to provide him a ride so we ordered the books at this particular point so that they'll be here when school starts so this is the dollar amount that I was given for it for textbook calls are going into next year cuz we have some textbooks already but this will be for additional books that are going to be needed and that's the real best throughout the district but you cuz you have it this is several areas so that's it that's what's happening with that so again there's not a whole lot that I can really say about this except that you know these were lines and which we need money to cover or expenditures that have been made oh so that's all we have a but last page 76 100 regular Capital Ale we got architect 36000 we had budgeted amount of money for architectural we had money budget for text for the football fields would not be for the football field I'd have to go back and see what particular project it was but it could be in anywhere from some of the restroom renovations to actually some cost that we were transferring from after 2 because they were not included in there so it for the cooling tower for that particular project and so the money that we have designated primarily in architect that you're talkin about is for the football stadium correct but the project you're talking about of all been closed out they have been closed out this is a end-of-the-year expenditure so the expenditure has been made and what we're doing now is covering the head it wasn't change orders or anything that was no so the contract management has is been verified certified walked actually otherwise but we are we still on 36,000 we don't hold necessary 36,000 we have between that and so again that is activity that has occurred throughout the year so this is this happened just last week this is activity that is has been present all alone but that's that's what my comment was based on I don't understand why we have that amount of money that we're having to cover out of fun balance this last time because it was primarily as her funds that was being you for all of that work well there was not enough as a funds and there was also a deadline and which the Elsa project had to be processed and so I know that there's five dollars that we paid out a lesser of two Logitech fees that we are now just transferring that expenditure from sa-2 over to Gina because we you know we've got to close this out it's an issue of accounting for me okay well we were still accounting for it and will cover it what is the start date for the football field renovation no idea I have no idea could I ask it appears we've already pulled out funds down out of that we were expended money out of that football field 77 million the information I find it but it appears that there has been money already paid out of that line item we have gotten we have received the bill for architect fees and that's why you see a payment within that were by the general contractors do the people architectural services know I'm on this report I can't tell what it is based on the account number 304 we are paying for an option but the Arc de 11.7 play an Arctic we will 110,000 what you'll see 170,000 476-103-0488 which is the odds to take fees related to the app project you got but you're great but there's been funds spent out of that Bunch that line on there have been fun to spend you're looking at it right now found it well I looked at this today okay so you see you there right so so that's a general-purpose the Vol is a grant for pre-k again the very same thing when moving funds around within the Grant in order to pay or actually to cover some expenditures and also in order to spend those funds up those are the two general purpose of amendments that we have and so basically at the end of the year we do way you know pretty much a clean up on some of these because again if you start trying to move the round at the beginning of the year if I take $20,000 from a line to cover an architect feed the line I took the $20,000 from maybe those expenditures come in and now I've got to take Thirty Lalo's from someplace else to cover that particular line so what happens is that you end up chasing and moving dollars from here to hear the here and so at the end of the year as long as you know that there going to be some adequate funding or you got some fun balance that you can utilize then outside of adding grants and new activities to the budget is really senseless just to move $1,000 from here to there because wherever you took that $5,000 from your probably going to add 10 so that's the process and that excludes our last receipts that we should receive after June 30th correct so this is the this is what you may report now the question little bit we really will not get our final at 5:20 for tax receipts and they'll actually June 30th so at that point then money will be put back into the general exactly that's correct so under the federal amendments again same thing here we actually had a d Title One consolidated add been in amount of $73,200 and we're just adjusting those revenues to reflect them to be reported to the state and so you have a decreased there and expenditures in the amount of $73,200 177 again recovering expenditures that have been made or we're trying to spend the balance of those funds out of this particular cell phone so we move money from increasing line and that we've increased some lines in order to try to spend all the fun available in the 177 and 710 which is Project aware again this project it's closed down and we were trying to spend and utilize as much of those funds as we possibly can or he had a April deadline and so we are moving funds around in order to spin the balance of those funds will take advantage 801 same thing we're trying to spend those funds all these dogs have to be spent by June 30th so we're trying been trying to take advantage of that 900 which is i d a b again $21,400 increase and $21,400 decrease so. and we're spending those Grant funds to cover expenditures and anticipating what might would come in for the rest of this particular school year we sometimes have services in in the summer with special ed and soul we move funds around with anticipation that something may happen igab preschool an increase in revenue and we budget those funds 933 East covid Grant that actually was a $8,000 decrease in the initial budget for that and so we're making that adjustment 934 is SO3 again with moving funds in order to spend the balance of SO3 SO3 project we have until September 31st we had to have everything obligate June 30th and we were just putting money in places so that we can make sure that we get the funds spent 1041 is resilient Grant again all of these funds have to be spent by June 30th and so we are moving funds around in order to accomplish that by things that we've identified as being necessary or just to be able to take advantage of funds that are remaining 954 SM Grant we came up short on social security so we're moving funds to cover that from the initial budget so those are the amendments again these are all these members all the purpose of cleaning up and bringing everything into alignment as far as those expenditures that have appeared making sure that we do have dollars to cover those in a budget I definitely want to financials so again for the month of May those reports will not reflect these amendments so you may see a line item again in those reports that are not covered there is not a lot of new activity here at the end of the school year in terms of what we doing so we are found in the process of working on the next budget but if any questions about these financials I will try to answer those okay so you will receive another set of reports for the month of June that will reflect the activities through on 30th Mister Car Wash all right so the differentiated pay plan is the same as it was last school year was hard to staff positions identified kitchen pay which we did do this year as well as the teacher leader roles 10 radio Testament in the i-Ready phone and then we have additional all areas in which a person can receive additional compensation and So the plan is the same as it was last year there's no difference we just need approval so we can submit it to the state why you didn't call you live near the 50 you can Ave the application approval okay so the Consolidated application is the summary of a Title 1 title funding Title 1 title 2 title 3 intitle four and is also h i d a special education funding for idab and preschool and so the budgets that you have I've been approved by the state and so we need approval for this particular budget it will be little bit different from the budget that we have submitted that will be changes to this particular budget as we get carry over dollars in as that changes and applications as well as if they are changes in program planned activity but right now this is the budget that's been approved by the state we have to go through the process of submitting this application to the state for it to be approved and they approve it then it comes back to us in this is where we are now is needing approval from the board for this particular application I'm just on your page 2 of 10 you have $190,000 for software equipment what's off one okay so those are learning platforms this Friday EA has been well this this is actually for title for Title One Title One More software for title one again it's a repeat for for the coming year so these are programs that we have and I'll try to masteryconnect masteryconnect probably canvas I got a I got a list of them somewhere already we do all of our assessment tools through the they're all reoccurring what I'm asking you so it's not they knew it's just no annual annual cost as it relates to those platforms 42425 where do we stand and I know we have some we ask for some things in that budget you know increase its first bath we ask for High School social workers we asked for our coaches to stay in place or what if you don't know how are you this next week and I birthday yam I think the budget committee met on Tuesday night and they made a recommendation to the only fund us at the maintenance of efforts and that will be loaded up on next Tuesday night and so that will be the finale of that I've been in I'm general laws actually happened to August 31st really in reality I think they have 10 days to respond. they're saying to us is this we presented a request for $4000000 in terms of things that we needed by law things that would need it in order to bring teacher Cal up to what the surrounding counties are some of them are actually going to do in terms of bringing the beginning teacher salaries up to 50,000 we ask for a pay increase for our other employees and so the total was about four million dollars and they're saying you operate on the same money that you had last year so that's what they're basically saying to about education District in this county is that you operate on the same funds regardless of the fact that you need for a million dollars you just try to have to try to figure out how you going to do it and so that's that's where we are we also have the insurance increase in addition to that and this lady here is well is that our insurance is going up and our employees are not getting a raise so that's a how's that we will have to bear you know these these costs are not something that you can just get around and not cover and so there's no way that we can operate by receiving the same dollars that we received last year and the year before work and so at some point that's going to have to be some Reckoning for the educational system in Fayette County to continue I don't know who's going to do the Reckoning that's going to happen but that's up as commissioner Commission parent people actually in the wall paragraph not modify request big is a thumbs-up or thumbs-down that's it will fail to agree upon a budget for the county department of education which is Us by August 31st of the fiscal year by operation of law the budget for the school board shall be equal to the minimum budget required to comply with local match and maintenance of and maintenance of effort provision I'll tcav 940 form so I didn't want my position would be we may have to push it this year because we cannot survive saying here's your Moe - we have to have we at least let us have in stock out with the full amount of them believe this word is so we may have to talk to her lawyer and I'll not that I'm saying is no way that we can do the fourth-year well I want to say that then is back to the main severe first problem is again that is not enough for nothing and we're not being allowed to use all of the revenues that are available to us in terms of out operating budget but here's the other part about that is that you see the $640,000 that's going in the fund balance there and we probably even if we were to use we're using fund balance now to take care of operating needs and those needs that we're taking care of are not reflective of the things that we talked about that we've got to have so we talked about you the $640,000 for fund balance buy textbooks $640,000 for diesel fuel and electricity in and removing money around in order to try to cover these things we are fortunate in that well I can't say this before turn it in it is that we had some vacancies for the year so we were able to move the money from teacher salary line items down into some of those areas but if those positions have been filled then we would not have had those dollars to be able to move down into these other areas and so like I said we are in to our operating we're using fund balance now just to cover just normal operating activities and so that doesn't include those things that we talked about the salary increases for gifted teachers for speech therapist and whatever else they may that we identified as being needed so at some point best steak with bologna money I'm pretty long as it is has been dropped below 5%, all right so repeating that our fund balance is like three and we or restricted cannot go below 5% what's the number we can go 3% and we can go do that for emergencies and now encourage but the problem is is that where you don't get funding everything's an emergency cash flow standpoint it is not good for a bit all of this magnitude to have less cash than that now I would say that the County's general fund has about twelve million Highway has about 45 million and this is the law largest employer in the county and has the largest budget and had and will have a Towers number appear that I think was around 9 no no no no that was a a few years ago well there's a 9 million dollar number in in and they probably not it I think we have five million when it's all said and done without knowing is in the general account I but I called the bank of gas well that's the question in our want to yep one of the things that you have to consider is this you've already set aside part of the fund balance for football stadium correct another place so did you find balance down we will know what fund balance is going to look like you know and you know next month or so what it's going to truly look like but right now we expenditures that have we have to cover out of unbalanced and so again we have the largest budget the largest number of employees but we don't do not have the largest fun. so you telling me that basically are our collections are the money coming in for the next month or so is zero or is going to be consistently is that the money that's coming in is going to be applied against the money that we spent out and the net impact will be an increase or decrease in the fund balance and that increase or decrease is probably where we had $1000000 of sales tax revenue that we were not able to budget that's going to be eating into by the fact that we've had expenditures that we've had to make because we didn't have those dollars budgeted that is current money it's not delayed money that those are real dollars that that go into our account every month they are what is germ we probably will help me remember who I know this board asked for my budget that included 15% for the teachers right and other employees across the board will disperse in it and that was on our the budget that you presented but you're saying that we're being told we're only going to get maintenance-of-effort and have you had a chance to do you have an idea if that's all we get where we're at with raises for our people and if you don't that's you can't give it and so the only other option is it to try to cut it well you can't cut what is already at a minimal level in order to try to keep Services going this it's not like we have fat in our Does it have a HR modern Jesus who assigns account and codes what is your question about all these girls but all the codes are set by the controller's office by County you know by the state right all right so we do we color code and identify accounts by County codes and county code Jungle Book someone here in this building put that code I guess that would be okay so you're you're the old man okay. talked about when you had multiple naughty 939 95499 that we could find out how many accounts I get a report back which actually is part of the executive committee requirements what is reported back to us but I know that there is a description in the book you have the chart of accounts and you know if you trying to see every line and wished we spend money Honore fancy a copy of every invoice that we paid then that's a whole different set of circumstances different County that is you know I don't know of any organization in which League of body is going to look at every invoice this process buy has to be checked verified that those funds are either positive or negative based on the records so all those accounts reconciled every month because we got up right now let me ask you this do we or do we not have a problem in the retirement accounts we have a balance with the retirement payable account now that balance and the reconciliation process I don't know how much you know about tcrs and how it works do you know I don't really do much don't know much okay all right so you don't know much about how it works all right so we have a balance that's sitting on our balance sheet that has occurred for a number of years we are in the process now again I say process of trying to determine what that balance and with those balances are each month we can look at the app cavity that we submit to tcrs but the balance is that I owned the books if in 2008 that was a mistake that was made in 2008 then that balance is going to be sitting on that book until someone can figure out what it is and so we're in the process of trying to figure out because it is not something that is is recent it's not something this current so we're going back trying to dig into it and find out now tcrs and their senses is running two years behind we report the tcrs they take the information that we give to them they then take that in for Mission Inn in Ridley have just started this recently they take that information to run against the sensors with the Department of Labor to see what the salaries are that we report and what the salaries are that's on the report Department of Labor and where they see a difference they didn't notify us and we will work through that account to see what's going on now in the process of looking at that retirement account retired payable account there are things that we have noticed that were in place and have been in place for a number of years and we are straightening those things out so again it's a process and in this process we've identified some things that would not done correctly we have people that have been contributing that it shouldn't have been and so again it's a process so we going we going through we can deal with active employees those people who are no longer here but I remember tcrs we really won't know if there's a problem until maybe they every time we win 22 we wrote it had to write a check out of the fund balance for $200,000 and we do understand the process quite quite well so I would just again say to you that do they process and as we look at each individual and as we look at the system to see what components are being looking at 300 cars in a multi Club Car Show and so since this is extensive and I've already filled out the paperwork and they whatever board policy calls for but because we bring the firework display the day you can't is what I require so you have insurance in the unified East Junior and fed wear for September 7th or if you going to be there before or after you do make sure those days ago net going to be anywhere between 30 to $209 depending on the plan increase in premiums and so not that we do not know what that rate is going through what the the rates look like within the tears yet we hadn't gotten that information but there will be an increase again because of how you know budget situation and I'll pay situation it's going to be a strain to cover that so at some point we'll be talkin about know what type of call Sharon that we can do with this or if we going to do cost-sharing or you know quick question, did we do a call Stephen this year we have we have a built-in call Sharon about 70/30 something like that so the question is again whether or not you know what was told me to wish as far as that's concerned okay but going to be anywhere between $32 to $109 per month but we don't know what the coverage scheme is going to be family single you know Family Guy we don't know that yet I think those rates will be out sometime next week and we'll be able to start looking at it to see if you know where those increases actually fall and try to put together we will have it for the July meeting I don't know if we got a budget too so we got quite a bit a bit so but the thing is is that in order to try to cover the cause you got to have some idea stick in the budget so any questions today I'll be up the minimum State okay so we have the minimum salary schedule and the minimum State salary schedule says that you do all teachers have to be paid according to Disney you can pay more but this is the minimum and so the new salary schedule begins at 44,500 for a bachelor's and zero degree BS and 0 is $42,965 so the essence there will be a salary increase for employee for teachers based on the minimum salary schedule adjustment the only problem is that we have not received any money in order to pay for this Saturday increased so that's a $1,500 increase over the beginning of salary from this past this current year and so again we did not receive any money to cover this particular increased and it's a ripper back so I know based on 125 6 to 10 and 11 to 15 there is an increase on top of this base salary that has to be paid for to a teacher depending on the degree in this. so again we got this calls we will have to pay this calls I don't know how we going to pay this cost but it is a cost that we'll have to try to fit within the budget with the same dollars we last year like Annabelle West Junior High I think that was very results yeah I let me say that to me I've been in this business for thirty years and every time sometimes not every time that the custodian can find free help they try to and we've addressed that and immediately that we can't use food assistance in September and I didn't know I did I ask that result results don't do that
